As a Senior Technician you’ll thrive on leading a small team, ensuring the smooth delivery of highways services by managing and coordinating essential works in accordance with the Highways Act 1980, Traffic Management Permit Scheme (England) Regulations 2007, and other relevant legislation and regulations.

As a Senior Technician, you will bring to the role:

About The Role

As our next Senior Technician, you’ll take the lead in coordinating vital highways services across Leeds. You’ll manage permits, signage and pedestrian guard rails alongside your dedicated team, ensuring that all works are delivered safely, efficiently, and in line with legislation.

You’ll be the link between internal teams, councillors, and the public, using your technical expertise and leadership to maintain a high standard and support the city’s growth and sustainability goals.

Job Description

Job Purpose

Manage a small team in the management of internal highways services, namely permits, non-illuminated signage, and pedestrian guard rails.

Responsibilities


  • Line manage a small team of Highways Maintenance Works Coordinators, supporting the development of staff within the team following the current staff development and appraisal procedures, maintaining staff records using appropriate documentation and associated guidance.
  • Ensure coordination of works is completed in accordance with the Highways Act 1980, Traffic Management Permit Scheme (England) Regulations 2007, and other relevant legislation and regulations.
  • Complete administration for non-illuminated signage and assist the Operations Manager in coordination of works.
  • Maintain effective relationships with a wide range of people, liaising with relevant departments, and stakeholders, to ensure completion of works in a timely manner.
  • Correspond with Councillor’s and members of the public in the first instance; escalating matters to Operations Manager when required.
  • Serving notices for planned works and emergency/urgent works in accordance with street works legislation.
  • Be accountable for the safety of staff, service users and contractors in accordance with Legislation and the Council Health and Safety Policy.
  • Ensure the work of the team is produced in accordance with legislation and to the appropriate local, national and corporate standards, policies and practices.
  • Provide advice and guidance to colleagues and stakeholders on appropriate local, national and corporate standards, policies and practices as required.

Qualifications 3 to 5 GCSE’S graded 4 to 9 (C to A*) or equivalent are essential. It is desirable that you hold a 2:1, or higher, degree in relevant area, or have experience working in a Highways area.

Essential requirements Candidates will only be shortlisted if they can demonstrate that they meet all the following essential requirements.


  • Able to provide supervision, motivate and direct staff,
  • Able to work effectively as part of a team and to demonstrate organisational and time management skills prioritising own and team’s work to meet conflicting deadlines
  • Able to develop constructive working relationships and work in partnership with others
  • Able to work within and interpret financial policies and procedures ensuring value for money
  • Able to accurately enter and retrieve data and information from digital and manual systems producing basic reports and data for senior managers
  • Able to communicate appropriately with a wide range of people, through a variety of different methods
  • IT literate, ability to use case management systems and Microsoft products (including Excel, PowerPoint, and Word).
  • Knowledge of relevant legislation, guidance, policies with ability to interpret and apply them consistently.
  • Understanding of Traffic Management Permit Scheme (England) Regulations 2007, and Street and Roads Works Regulations 2022.
  • Understanding of responsibilities in terms of Health, Safety, Wellbeing, security, confidentiality and data protection

  • Understanding of the requirements of a local authority in relation to maintenance of non-illuminated signs in accordance with Section 130 of Highways Act 1980.
  • Understanding of the requirements of a local authority in relation to maintenance of street name plate signs in accordance with the Public Health Act 1925.
