Good Growth

Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.

About the role

The ICS is looking for to appoint a Senior Technical Officer to deliver projects and programmes that respond to the Mayor’s priorities for water supply, wastewater and flood risk, including recommendations outlined in the London Climate Resilience Review.

The role is focused on convening partners to deliver long term infrastructure plans for the water sector, including integrated water management strategies and progressing wider climate resilience and growth priorities, working with stakeholders such as Environment Agency, Thames Water and London boroughs. In addition, the role will support policy development for the London Plan and contribute towards the London Infrastructure Framework, which are both in development currently.

The ideal candidate will have expertise or experience in the utilities sector, engineering, infrastructure policy and/or land use planning, and be motivated to work with stakeholders to deliver outcomes for London. In addition, the ideal candidate will have a problem-solving mindset and enjoy applying analytical and creative thinking skills to address blockers and challenge the status quo. A big part of the role is focused on translating technical outputs for non-technical audiences.

What your day will look like
  • Collaborating with stakeholders on important policy issues related to London’s climate resilience ambitions and future water infrastructure investment
  • Project managing technical studies for projects such as integrated water management strategies at the London, catchment and local scale; and specific thematic projects such as water efficiency and upscaling SuDS delivery
  • Supporting the development of new digital and data tools, such as a new digital platform for water management; identifying and developing new use cases to inform the design of such tools
  • Collecting datasets and undertaking analysis to inform grant funding programmes and identifying needs for future projects
Skills, knowledge and experience

To be considered for the role you must meet the following essential criteria:

  • A track record of managing complex projects/processes and project resources successfully, delivering results on target and within budget, and refining processes over time.
  • Excellent written and oral skills and a track record of successful stakeholder communications, including producing effective visuals.
  • Ability to use a range of office and data-related software and digital tools, to an advanced level.
  • Degree or work experience in a utilities field and /or land use and infrastructure planning (preference for planners, architects, or civil engineers).
  • Ideally, experience in the field of infrastructure policy/projects and familiarity with the GLA’s priorities/initiatives in this space.

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
