Job summary

National Physical Laboratory is seeking a delivery-focused Senior Project Manager to lead high-profile technical projects in a telecoms security context, working with CTO teams, suppliers and stakeholders to drive scope, cost, schedule and quality from inception to delivery.

You will lead Agile squads, manage priorities, and ensure continuous improvement across delivery processes, commuting to Birmingham offices as needed, with potential flexible working arrangements.

Qualifications

• Proven experience delivering complex technical, infrastructure, engineering, IT, cloud or digital transformation projects.
• Strong project management expertise across planning, estimation, budgeting, scheduling, governance and risk management.
• Experience leading Agile delivery teams and embedding Agile ways of working.
• The ability to quickly grasp technical concepts and work effectively with highly technical teams.
• Excellent stakeholder management, communication and influencing skills.
• Experience managing third-party suppliers and commercial relationships.
• A proactive and delivery-focused approach, with the ability to manage multiple priorities in a fast-paced environment.
• Experience working within telecoms, data centre, networking, cloud or cyber security environments would be advantageous, but is not essential.

Responsibilities

• Overseeing the end-to-end delivery of complex technical projects and programmes, with a particular focus on security research and testing activities in a telecoms environment.
• Managing the forward roadmap of enabling activities to support security research, testing, and wider technical delivery objectives.
• Managing project scope, budgets, schedules, risks, dependencies and quality to achieve successful outcomes.
• Leading Agile delivery squads and facilitating agile ceremonies including sprint planning, backlog refinement, daily stand-ups, reviews and retrospectives.
• Driving transparent planning, delivery tracking and continuous improvement through Agile tools and practices.
• Working closely with technical teams to understand requirements, remove blockers and maintain delivery momentum.
• Maintaining project governance, reporting, RAID logs and delivery plans.
• Managing supplier relationships and negotiating contracts and change requests to ensure best value for money.
• Coordinating stakeholders across multiple workstreams and ensuring effective communication throughout the project lifecycle.
• Identifying and implementing continuous improvement initiatives across projects and delivery processes

About the Role

About the Role This is an excellent opportunity for a delivery-focused Senior Project Manager to lead high-profile technical projects with real-world impact, while working alongside experts at the forefront of UK telecoms security and innovation.

We're looking for an experienced Senior Project Manager with a strong track record of delivering technical programmes in complex environments. You don't need a telecoms background, but you will need the ability to lead Agile delivery teams, manage stakeholders effectively, and drive projects from inception through to successful delivery. Working closely with technical specialists, CTO teams, suppliers and stakeholders, you'll take ownership of project scope, cost, schedule and quality. You'll lead Agile squads, manage competing priorities, and ensure projects are delivered in line with mission objectives while supporting UKTL's critical work in telecoms security and resilience.

Successful Applicants must be able to commute to the UKTL offices in Birmingham at least twice a week
