We are looking for a Senior Subcontracts Manager to join the team! The Senior Subcontracts Manager assists in moderately complex and routine subcontract administration functions, including review and negotiation of agreements, subcontracts, and other contractually related documents.

Essential Duties and Responsibilities

Include the following. Other duties may be assigned:

  1. Responsible for all aspects of subcontract formation and administration.
  2. Manage activities ranging from small consultancy engagements to large, complex technical procurements.
  3. Evaluate requirements and prepare RFQ/RFPs, ensuring correct prime contract flow-down provisions.
  4. Assess subcontractor proposals, analyze exceptions, perform risk assessments, and conduct cost or price analysis as necessary.
  5. Develop negotiation strategies, negotiate, and award subcontracts.
  6. Maintain all subcontract records.
  7. Develop and document small business plans in accordance with government regulations.
  8. Monitor subcontractor performance, negotiate changes, and perform closeout procedures.
  9. Contribute to the S&OP process, aligning supply chain demand planning with subcontract deliverables.
  10. Establish and maintain excellent relationships with internal and external customers.
  11. Assist in updating department policies, procedures, and contractual documents, researching current regulations and laws.
  12. Participate in special projects as needed.
  13. Work with ERP systems for tracking and reporting data.
  14. Progress high-value POs and contracts through the approval matrix before execution.
  15. Contribute to BU and corporate cost reduction initiatives.
Qualifications & Competencies

To perform the job successfully, an individual should demonstrate the following:

  • Knowledge of ECSS, FAR, DFARS, DCAA, and other agency regulations.
  • Familiarity with DCAA audits.
  • Formal procurement qualifications such as MCIPS are advantageous.
  • Knowledge of Source to Pay (S2P) & Procure to Pay (P2P).
  • Excellent verbal, written, and presentation skills.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work independently with excellent problem-solving skills.
  • Exemplary ethics and business conduct, with awareness of safe work practices.
Education and/or Experience
  • Experience in Space and Defence industries is advantageous.
  • Degree in engineering, business management, or equivalent is advantageous.
  • Additional government contract management education or certifications are a plus.
  • At least 8 years of experience in various types of subcontracts for complex items or R&D under federal government contracts, including cost-type and fixed-price.
  • Experience developing commercial terms and agreements in an engineering environment.
  • Experience supporting bid teams in interpreting and managing customer commercial terms and flow-down of terms.
