Job summary

4Recruitment Services Ltd in Oxford is seeking an experienced Planning Development Manager to lead the delivery of statutory county planning and development management services. This senior role requires passion for high-quality planning, continuous improvement, and leading high-performing teams.

The position is Oxford-based with hybrid working. The day rate is £450-£500 Umbrella, negotiable, reflecting senior leadership and strategic influence within local government planning and development

Qualifications

Degree or equivalent professional experience required.
RTPI membership or eligibility required.
Management qualification (NVQ Level 3 or equivalent) or substantial leadership experience in DM service.
Experience managing and developing teams within Development Management.

Responsibilities

Lead the operational delivery of the planning applications and enforcement service.
Oversee the Planning Committee process, enforcement activity, statutory notices, and court proceedings.
Work with Head of Strategic Planning on Minerals and Waste policy and strategy.
Drive service improvement, innovation and performance across the planning service.
Identify income generation opportunities including pre-application advice services, monitoring fees, and planning support for the capital programme.
Provide expert advice to senior leadership on operational planning matters.
Represent at planning inquiries, hearings, appeals, and court proceedings as required.
