The salary is broken down as £71,752 basic salary, which will increase annually until you reach the top of the scale £79,042. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
This opportunity is pro rata - 2 days a week (minimum 14 hours maximum 24 hours)
Job Purpose
To provide, as lead member of a small team, experienced professional and specialist health and safety support, guidance, and other core SHRMT duties as required.
Key Responsibilities
- Supporting senior managers to manage operations to deliver services that meet the legal compliance standards, service specification and meet service delivery arrangements and customers’ expectations
- Interpret safety legislation, safety guidance, reports (including investigations) and safety organisational learning in relation to policing tactics, resources and equipment required for operational deployment and procurement of services (including contracted services); at all NPCC levels. These have a safety and operational policing response impact on all MPS staff and the public the MPS serve
- Support, promote, mentor, train and drive continuous health & safety improvement and positive safety culture
- Produce and co-ordinate health and safety papers, technical reports, investigation reports and regular face to face liaison with internal stakeholders
- Weekly team meetings and technical peer reviews to keep staff updated and ensure information exchange
- Attendance at SHRMT SLT meetings, team meetings and other team specific meetings
- Attendance, as required by portfolio work, at the MPS HSW Board to brief on corporate, strategic, operational health and safety risks
- Attendance at numerous MPS thematic Boards (e.g. Firearms, surveillance, public order, clothing, CBRN etc.) either as the portfolio senior or representing the Senior Lead
- Advising senior officers and managers up to Management Board level on appropriate H&S protocols for their particular area of operational delivery
- Direct line management of staff to ensure welfare/wellbeing and adherence to policies and practices
- As the Senior Safety Advisor on call, deliver an effective MPS on-call operational support to Gold Groups and SHRMT response in the event of major incidents
- Attendance as required at operational scenes and exercises (including direction of Safety Advisors) to carry out scene hazard assessments and to give ongoing safety advice as required throughout the operation to senior officers/staff
- Chairing of working groups to tackle specific health and safety issues requiring cross MPS/Business Group resolution
- Monitoring the MPS compliance against the corporate health and safety management standards and reporting and acting on under-performance and areas of high risk and concern
- Application of new legislation, organisational change, performance targets/priorities, audit recommendations or any other relevant operational changes ensuring continued performance against targets
- Liaison with enforcement agencies (including complaints/incidents/investigations) to maintain compliance with legislation and to avoid enforcement/legal action Liaison with other police forces, emergency service providers and comparable organisations to maintain best practice and undertake regular benchmarking exercises
- Audit of business areas and thematic portfolio subjects across MPS to test compliance with legislation and MPS safety management systems
- Formulating and reviewing corporate health and safety risk assessment process and training to eliminate, manage or reduce risk in the workplace
- Co-ordination of Safety Advisor support to the organisation
- Co-ordinate and direct accident, incident and near miss investigations to ensure that outstanding risks are mitigated, and organisational learning is captured
- Liaise and negotiate, sometimes in a challenging environment, with senior officers at NPCC and Management Board level
- Influence positive operational behaviour changes to the MPS health, safety and wellbeing culture
- Chairing of internal SHRMT or H&S Board working groups to manage high risk safety management, operational or training safety issues within the MPS
- Appropriate delegation of key tasks and oversight on progress, and to report upwards to the Senior Lead
- Deputising as the Senior Lead as necessary
- Managing, mentoring and developing staff
