Purpose of this role

The role of the Senior Regulatory Advisor (Fibre) will be to lead the development of BUUK Infrastructures (BUUKs) regulatory strategy and policy for the fibre business. A key focus will be engagement with the BUUK Executive to establish strategy and effective engagement with Government and industry policy makers to effect targeted policy change.

Your key responsibilities are

Develop and maintain a detailed understanding of the broadband industry and in particular the current and emerging regulatory landscape, including the applicability of evolving issues for Open Fibre Networks Limited (OFNL).

Lead the development of robust analysis to inform OFNLs positions on consultations that propose to introduce new / amend existing, broadband legislation, regulation and policy.

Engage internal colleagues on proposed changes to broadband regulation to attain their insights and help shape OFNLs position on key issues; engaging on implementation, where appropriate.

Lead the development of high-quality presentations, papers and responses to consultations.

Present analysis to a range of internal and external stakeholders regarding proposed regulatory changes and OFNLs emerging policy position on / solutions to key evolving issues.

Build and manage constructive relationships with external stakeholders (e.g. Ofcom, the Department for science, innovation and technology (DSIT), the Independent Networks Cooperative Association (INCA), industry players and consumer groups) to promote OFNLs position and influence the future direction of policy / govt decisions.

Identify emerging regulatory risks for OFNL and propose / manage actions to mitigate exposure.

Co-ordinate compliance with relevant legislation, licences and industry agreements.

Any other duties as required by the manager.

Qualifications

A degree / equivalent experience in the fields of economics, law, engineering or a similar discipline.

Experience/Knowledge

Experience working in the regulated broadband sector in the UK.

An understanding of how to influence evolving policy / regulation.

Experienced in delivering complex messages to varied stakeholders, in a range of formats.

Experienced in managing projects and capable of independently delivering high-quality outputs to agreed timescales.

Abilities/Skills

Able to consider / analyse regulatory issues and independently develop / present robust solutions.

Highly competent at writing board papers, and drafting responses to industry consultations.

Able to facilitate effective cross-working within organisations.

Highly competent at building effective and collaborative working relationships with internal / external stakeholders.

Adept at representing / defending policy positions at external meetings.

A strong team player, able to lead and coordinate virtual teams within the company and at industry level.

Desirable

Experience of working in other utility sectors and with government in developing regulatory policy.

Technical knowledge of the UK broadband sector and technologies.

Adept at completing robust quantitative analysis.

Capable of taking the initiative to identify, and complete, important tasks, without needing instruction.

Highly competent at identifying, summarising and communicating pertinent points of relevance from consultations / meetings.
