An exciting opportunity to a leading UK rail contractor in Birmingham. You’d be working on a new section on a high-profile project in a team running the £80m package of works, due to be delivered over the next 3 years, part of a much bigger major project.

Role Profile:

  1. Working with the Commercial Manager you will lead, manage, develop, and train the commercial teams across your portfolio of projects, managing 1-2 QS’s and 4 Cost Clerks.
  2. Raise commercial awareness and embed commercial focus and best practice across each project team.
  3. Lead on all contractual matters from inception to close out via in-depth understanding of the contract and its implications for profit delivery.
  4. Assist in the preparation of contract documents, including bills of quantities, specifications, and drawings.
  5. Manage the Risk & Opportunities process to allow for the identification of risks and opportunities during the tender and construction phases and ensure the Commercial function delivers contractual solutions and strategies that balance these risks and opportunities.
  6. Set and manage budgets ensuring all costs are correctly allocated into the relevant WBS.
  7. Establish robust project life cycle cost forecasts updated monthly and monitored against agreed targets.
  8. Proactively drive the recording of all contractual entitlements, ensure timely notification of events, and accurate pricing and substantiation of change.
  9. Establish and maintain rigorous cost controls including early warning systems and provide robust accurate financial data and management reports on each project through the monthly reporting cycle including EVM.
  10. Provide procurement support to ensure each project is delivered safely, timely, at the least cost and to optimal quality.
  11. Ensure all procurement expenditure has been validated by the operational delivery team and identified under the budget as necessary to deliver the project.
  12. Deliver contractually agreed cash flow and ensure all AFP’s are submitted/assessed in line with the contractual timescales.
  13. Ensure all valid Supply Chain payments are made in line with the relevant supplier agreement.
  14. Negotiate and agree contractual disputes and final accounts within DFA levels.
  15. Undertake any other reasonable duties as requested.

Person Specification:

  1. Working as a Quantity Surveyor or Senior Quantity Surveyor position within the engineering or construction sector having hands-on experience working for contractors as a Commercial Manager on large civils or infrastructure projects.
  2. Working knowledge of finance systems and various forms of contracts.
  3. Cost and budget administration.
  4. Financial and commercial reporting to board level.
  5. Good working knowledge of Microsoft Office.

Qualifications:

  1. Degree in Quantity Surveying or Commercial Management accredited by the Royal Institution of Chartered Surveyors (RICS) or the Chartered Institute of Building (CIOB).
  2. Minimum 5 years Commercial Management experience as an SQS or QS with a proven track record in major projects.
