Job summary

United Utilities in Warrington is seeking an experienced Senior Quantity Surveyor to join the Professional Services team on a hybrid basis. You will lead high-value contracts, manage procurement, and provide commercial guidance across the project lifecycle, influencing decisions at key milestones.

Qualifications

Responsibilities

• Lead pre-contract commercial activities including procurement strategy development and tender evaluation.
• Develop and quality assure sourcing and tender documentation to meet regulatory requirements.
• Provide commercial and contractual guidance to project teams and stakeholders.
• Manage supplier relationships and contract governance across the procurement lifecycle.
• Identify and mitigate commercial risks in collaboration with Legal and Procurement teams.
• Procure and manage contracts, framework agreements and work packages to achieve best value.
• Support, coach and develop junior team members and report to the Pre-Contract Managing QS.

As a Senior Quantity Surveyor, you’ll deliver a high-quality commercial service across a portfolio of complex contracts, ensuring value for money, contractual compliance and strong supplier performance. You’ll work closely with operational and senior stakeholders, aligning commercial strategy with business priorities and influencing decisions at every stage of the project lifecycle.

What you'll be doing

• Lead and manage pre-contract commercial activities, including procurement strategy development, tender preparation, evaluation, negotiation, and contract award recommendations.
• Develop, review and quality assure sourcing and tender documentation, ensuring compliance with company, legal and regulatory requirements, including Utilities Contracts Regulations 2016.
• Provide commercial, contractual and procurement expertise to project teams and stakeholders, advising on risk, contract provisions and value-for-money outcomes.
• Manage stakeholder relationships across the business, balancing competing priorities and influencing decision-making to support project delivery objectives.
• Identify, assess and mitigate commercial and contractual risks, working collaboratively with legal and procurement teams to ensure appropriate business protection.
• Procure and manage commercially robust contracts, framework agreements and work packages using a range of procurement strategies to achieve best value outcomes.
• Establish and maintain effective supplier and contractor relationships, promoting collaborative working and strong contract governance throughout the procurement lifecycle.
• Support, coach and develop junior commercial team members, while providing timely escalation and reporting to the Pre-Contract Managing Quantity Surveyor as required.

What we're looking for

• Strong experience managing large volumes of contracts through to completion
• Proficiency in Microsoft tools (Excel, Word, PowerPoint)
• Deep understanding of QS processes across the full project lifecycle
• Knowledge of construction programming/scheduling methodologies
• Experience and knowledge of working with NEC contracts
• Strong commercial negotiation and dispute-resolution skills
• Confident communication and stakeholder-management capability
