Job summary

Binnies is hiring a Senior Quantity Surveyor for our North West England projects. You will own commercial management from tender through final account, lead NEC contract handling, and guide procurement and cost forecasting across projects.

You will work with project managers, engineers and clients to maximise commercial performance, manage risk and drive value while mentoring junior team members. Hybrid working options are available.

Qualifications

  • Degree in Quantity Surveying or equivalent
  • Experience delivering civil/infra projects and NEC contracts
  • Strong ability to manage costs, commercial reporting and forecasting
  • Proven leadership of junior commercial professionals

Responsibilities

  • Lead commercial and quantity surveying activities from tender to final account
  • Interpret contract requirements and manage commercial obligations of all parties
  • Manage correspondence, notices, variations and claims to protect the commercial position
  • Develop and deliver procurement strategies aligned with programme delivery
  • Lead subcontract procurement including tenders, evaluations and negotiations
  • Manage subcontractor accounts, valuations, variations and final accounts
  • Prepare and submit applications for payment with entitlements
  • Maintain registers for variations, EOT, delays and claims
  • Provide commercial, contractual and procurement advice to project teams
  • Collaborate with clients and stakeholders to maintain positive working relationships
  • Ensure governance and reporting processes are followed
  • Support project recovery where needed
  • Promote health, safety and environmental culture across activities

bWGM is a joint venture between Binnies UK and WGM Engineering Ltd, bringing together industry‑leading engineering, design and delivery expertise to support United Utilities' AMP8 programme.

As we continue to deliver major investment projects across the North West, we're looking for an experienced Senior Quantity Surveyor to join our growing Commercial team.

This is an excellent opportunity to play a key role on one of the UK's largest water infrastructure programmes, helping deliver projects that improve water and wastewater services for millions of customers.

The Role

As a Senior Quantity Surveyor, you'll take ownership of the commercial management of allocated projects from tender through to final account. Working as part of the project leadership team, you'll ensure commercial performance is maximised while effectively managing contractual risk, procurement activities and project costs.

You'll work closely with project managers, engineers, clients and subcontractors to ensure projects are delivered safely, commercially and in line with programme objectives.

Depending on project size, you'll either work independently or lead a small commercial team, providing guidance and support throughout the project lifecycle.

Key Responsibilities
  • Lead the commercial and quantity surveying activities across allocated projects from tender through to final account.
  • Interpret contract requirements and manage the commercial obligations, responsibilities and liabilities of all parties.
  • Manage contractual correspondence, notices, compensation events, variations and claims to protect the commercial position of the business.
  • Develop and deliver project procurement strategies aligned with programme delivery.
  • Lead subcontract procurement, including tender enquiries, bid evaluations, negotiations and subcontract preparation.
  • Manage subcontractor accounts, including valuations, payments, variations and final accounts.
  • Produce accurate commercial reporting including:
    • Cost Value Reconciliations (CVRs)
    • Internal valuations
    • Margin forecasts
    • Cash flow forecasts
    • Turnover reporting
    • Final account and project close‑out reports
  • Prepare, submit and agree applications for payment, ensuring contractual entitlements fully realised.
  • Maintain registers for variations, extensions of time, delays and contractual claims.
  • Identify commercial risks and opportunities, implementing mitigation strategies where required.
  • Provide commercial, contractual and procurement advice to project delivery teams.
  • Work collaboratively with United Utilities and wider project stakeholders to maintain positive working relationships.
  • Ensure commercial governance, reporting processes and business management systems are consistently followed.
  • Support project recovery plans where commercial intervention is required.
  • Promote a positive health, safety and environmental culture across all project activities.
About You

You'll be a commercially astute Senior Quantity Surveyor with experience delivering civil engineering or infrastructure projects. You'll be confident managing NEC contracts, leading subcontract procurement and providing commercial leadership throughout the project lifecycle.

You'll enjoy working collaboratively, building strong client relationships and helping deliver complex engineering projects successfully.

Essential Skills & Experience
  • Degree in Quantity Surveying, Commercial Management or significant equivalent industry experience.
  • Proven experience in a Senior Quantity Surveyor position within civil engineering, utilities or infrastructure.
  • Strong knowledge and practical experience of NEC contracts.
  • Experience managing project costs, commercial reporting and financial forecasting.
  • Demonstrable experience of subcontract procurement and commercial management.
  • Strong understanding of variations, compensation events, claims and final accounts.
  • Excellent negotiation, communication and stakeholder management skills.
  • Ability to lead and mentor junior commercial professionals.
  • Strong analytical skills and commercial awareness.
  • Proficient in Microsoft Office and commercial reporting systems.
Desirable
  • Experience working within the UK water sector, particularly on AMP programmes.
  • Professional membership or working towards RICS, CICES or equivalent.
  • Previous experience working with United Utilities or other regulated utility frameworks.
