Job description

Job Title: Commercial Manager - Light Rail Projects

We are seeking a Commercial Manager to lead and manage the commercial team within your allocated portfolio of multidisciplinary light rail projects, primarily within the Midland Metro Alliance (MMA). You will oversee projects from inception through to final account and closeout, aiming to deliver maximum commercial results.

One example of current projects is the Wednesbury to Brierley Hill Metro extension, which will connect Wolverhampton to Birmingham Metro route, passing through Wednesbury, Dudley Port, Dudley, and Merry Hill. The route spans approximately 10km of twin track from Wednesbury Depot to the Merry Hill Shopping Centre near Brierley Hill, serving regeneration areas and connecting to Line 1 between Wolverhampton and Birmingham.

Person Specification

  • Experience in finance or commercial functions within the engineering or construction sector, especially working for contractors as a Commercial Manager on large civils or infrastructure projects.
  • Knowledge of finance systems and various contract forms.
  • Experience in cost and budget management.
  • Ability to produce financial and commercial reports for board-level review.
  • Proficiency in Microsoft Office.

Qualifications

  • Minimum 5 years of Commercial Management experience as an SQS or QS, with a proven track record in major projects.

Preferred but not essential:

  • Degree in Quantity Surveying or Commercial Management accredited by RICS or CIOB.

Key Responsibilities

  • Lead, manage, develop, and train the commercial teams across your project portfolio.
  • Promote commercial awareness and embed best practices within project teams.
  • Manage contractual matters from inception to closeout, understanding contract implications for profit.
  • Assist in preparing contract documents, including bills of quantities, specifications, and drawings.
  • Manage risk and opportunities during tender and construction phases, ensuring contractual solutions balance these factors.
  • Set and control budgets, ensuring accurate cost allocation and robust project lifecycle cost forecasts.
  • Record contractual entitlements, notify events timely, and ensure accurate pricing and substantiation of changes.
  • Maintain cost controls, early warning systems, and provide accurate financial reports, including Earned Value Management (EVM).
  • Support procurement to ensure projects are delivered safely, on time, within budget, and to quality standards.
  • Validate procurement expenditure and ensure it aligns with project budgets.
  • Manage cash flow, submit and assess AFP’s, and ensure timely supply chain payments.
  • Negotiate and resolve contractual disputes and final accounts within DFA levels.
  • Perform any other duties as required.
