Job description

We are on the lookout for a Senior Quantity Surveyor for an exciting position on a permanent basis.

The suitable candidate will play a leadership role in the successful delivery of our planned improvement programmes ensuring that cyclical and preventative maintenance works are delivered safely, efficiently, and within budget.

You will be at the heart of managing the commercial and quantity surveying elements of our projects, driving value for money across all investment activities and ensuring financial performance is accurately monitored, forecasted and reported.

You'll be responsible for overseeing the commercial performance of our asset investment programme, leading procurement processes, supporting contract administration, and maintaining robust financial controls. Working alongside the Contracts Manager and Head of Investment, you ll ensure accurate programme updates for senior stakeholders, contributing to strategic planning and performance reporting.

With a background in construction, quantity surveying or commercial management, ideally within a social housing or regulated environment, you ll bring expert knowledge, clear communication, and a solutions-driven mindset to ensure we maximise impact and deliver quality outcomes for residents.

Responsibilities

  • Lead the commercial management of cyclical and planned investment projects across the business
  • Manage financial and contractual arrangements with internal and external contractors, including monthly valuations, final accounts, and issuing certificates in accordance with agreed procedures and good practice
  • Prepare tender documents, including bills of quantities and schedules of work, to ensure robust pricing frameworks for procurement
  • Oversee procurement activities for investment and asset delivery, ensuring long-term value and compliance with procurement regulations
  • Monitor and track project expenditure, including producing cash flow forecasts, reviewing performance data, and identifying financial irregularities early
  • Support monthly and strategic reporting for senior leadership and governance forums, including SMT and EMT
  • Manage designated budgets, ensuring value for money is achieved through strong commercial oversight and proactive budget control


Experience needed

  • A minimum HNC/HND (or equivalent) in Quantity Surveying or a related commercial discipline
  • Membership of a relevant professional body such as RICS or CIOB (or working towards)
  • Minimum of 7 years of experience in commercial management and contract administration using various forms of contract (e.g. NEC, JCT)
  • A strong commercial and financial track record, ideally gained within the housing or construction sector
  • Experience in managing procurement, contract delivery, and dispute resolution processes with confidence and attention to detail
  • The ability to produce clear, well-structured specifications, tenders, and contract documentation to support a range of projects using procedural procurement methods, while ensuring compliance with current British Standards, Codes of Practice, and relevant regulations
  • Excellent reporting skills capable of producing well-structured, insightful reports that inform strategic decision-making
  • Ability to read technical documentation such as engineering drawings, specifications, method statements and risk assessments
  • Clear and articulate communicator, both written and verbal, with strong negotiation and stakeholder engagement skills
  • Proficient in Microsoft Office, particularly Excel, and confident working with or learning new procurement and contract management systems
  • A strong understanding of financial planning, risk management and regulatory compliance in a multi-stakeholder environment
  • A hands-on approach to leadership, with the ability to motivate and develop your team to deliver consistently high performance
