Job summary

Bellway Homes is seeking a Quantity Surveyor to take ownership of the commercial performance of developments in the Cardiff area. You will manage budgets, costs and valuations, working closely with contractors and the commercial team to deliver targets.

The role requires experience in residential housebuilding, cost control, and COINS. You will travel between Bridgend and Gloucester and contribute to project reviews and procurement decisions.

Qualifications

• Experience as a Quantity Surveyor within residential housebuilding.
• Knowledge of cost control systems and valuation reporting.
• Experience of managing Housing Association contracts.
• Experience of COINS is essential.

Responsibilities

• Producing draft budgets and site start budgets for allocated sites.
• Preparing quarterly valuations and material cost-to-complete exercises.
• Producing sub-contract payments and final accounts with sign‑off.
• Producing sub-contract orders with full documentation for policy compliance.
• Completing on-site measurements and assessing contractor payments.
• Participating in pre-order, valuation and project review meetings with senior stakeholders.
• Managing all sub-contract orders on site and engaging with sub-contractors.
• Maintaining trade specifications.
• Pricing customer extras and liaising with sales as required.
• Managing Professional Fees Budget.
• Assisting with material buying when required.
• Assisting with take-offs for land appraisals when required.

The Role

Reporting directly to the Commercial Manager, you will take ownership of the commercial performance of three allocated developments located between Bridgend and Gloucester. You will manage budgets, costs and valuations, helping each development achieve its commercial targets while working closely with colleagues, contractors and other key stakeholders.

Your key responsibilities will include:

• Producing draft budgets and site start budgets for each allocated site
• Preparing quarterly valuations and completing material cost-to-complete exercises
• Producing sub-contract payments and final accounts, ensuring that the sub-contractor has signed these off
• Producing sub-contract orders, ensuring they are authorised, together with all necessary documentation to comply with Group Commercial Policy
• Completing on-site measurements and assessing payments to contractors
• Attending and contributing to pre-order meetings, quarterly valuation meetings and project reviews with senior management, the construction team and external contractors
• Managing all sub-contract orders on site, meeting sub-contractors as and when required
• Maintaining trade specifications
• Pricing customer extras and liaising with the sales department as necessary
• Managing Professional Fees Budget
• Assisting with material buying when required
• Assisting with take-offs for land appraisals when required

What we're looking for:

Experience

• Experience working as a Quantity Surveyor within residential housebuilding
• Knowledge of cost control systems and valuation reporting
• Ideally experience of managing Housing Association contracts
• Experience of COINS is essential

Qualifications and Training

• GCSE Grade C/4+ or equivalent in English and Maths
• Current CSCS card or equivalent is desirable
• RICS Professional Membership is desirable
• BSc in Quantity Surveying desirable

• Highly motivated to deliver quality developments
• Able to work independently while contributing positively as part of a collaborative team.

The Role and Working Conditions

• Willing to be flexible in respect to day to day duties and hours worked
• This is an office-based role with regular travel to development sites across the division, located between Bridgend and Gloucester.
• Ability to travel to development sites as and when required
