We have an excellent opportunity available for a Senior Public Health Strategic Commissioner (Prevention and Health), to join our proactive Public Health Team at Wokingham Borough Council, on a full time, 12-month fixed term contract.

As Senior Public Health Strategic Commissioner (Prevention and Health), you will lead on a varied and exciting programme of work aimed at improving the wellbeing of residents. The key purpose of the role is delivery and transformation of Public Health commissioning of prevention and health improvement services to ensure that they make the maximum contribution to improving Public Health Outcomes and reduce health inequalities in accordance with the council’s ambition of becoming a ‘Marmot Borough’.

This pivotal role will lead on the development and improvement of primary care commissioning and will provide support to other commissioning activities undertaken by the Public Health Directorate when appropriate.

Key responsibilities:

  • Take responsibility for all commissioning strategies and activities related to the delivery, planning, and transformation of designated public health prevention and health improvement areas, including Long-Acting Reversible Contraception (LARC), NHS Health Checks, Smoking Cessation, and Type 2 Weight Management.
  • Provide strategic leadership in commissioning and collaborative working with primary care, with a particular focus on supporting the implementation of LARC commissioning and enhancing the commissioning of NHS Health Checks.
  • Support the Director of Public Health in delivering corporate objectives for the three transformation programmes—Public Health, Marmot Council, and Data and Intelligence—by strengthening commissioning capabilities and ensuring the effective procurement of services.
  • Lead the development of Public Health Commissioning governance, ensuring robust forward planning and adherence to legal, democratic, and constitutional processes in a timely manner.
  • Oversee the effective management of primary care commissioning, ensuring high standards of service delivery.
  • Continuously evaluate and review service performance, including conducting skills assessments of staff within the directorate to ensure workforce capability and development.

Candidate requirements:

  • Educated to degree level (or be able to demonstrate equivalent knowledge, skills and aptitude).
  • Strong understanding on commissioning and current contract legislation as it applies to public health
  • Understanding of Public Health Evidence best practice and innovative approaches
  • Experience of influencing and managing change
  • Experience of leading or being involved in budget planning and forecasting
