The GLA Group Public Health Unit is a shared service established to help the GLA Group play its part in safeguarding Londoners' health, preventing ill health, and reducing health inequalities. The Unit is hosted by the GLA and serves the Mayor, Assembly, TfL, MOPAC, VRU, LFC, and OPDC. It works closely with the Health, Children, and Young Londoners Unit to support the Mayor's health agenda, underpinned by the statutory duty to develop a health inequalities strategy for London. The Unit promotes health in all policies across the Mayor's strategies, mandates, and delivery plans.

About the role

We are seeking an outstanding public health programme manager to lead a portfolio aimed at improving the health and wellbeing of Londoners. The role involves working closely with the GLA Group Director of Public Health, the Mayor's Office, Deputy Mayors, senior leaders, and managers over the next year.

The successful candidate will develop and coordinate the GLA Group public health work programme, delivering priorities including the 'Health in All Policies' (HiAP) programme and relevant Mayoral commitments. The role requires providing high-level advice, maintaining strong relationships with policy teams, Mayor's Health Advisors, and other stakeholders. Key skills include intellectual rigour, political awareness, negotiation, flexibility, and sensitivity.

This role will:

  1. Provide senior leadership for the programme management of the GLA group public health function, including reporting to various forums and ensuring effective delivery aligned with Mayoral commitments.
  2. Lead the development of the team’s business plan and work programme, ensuring coordination with the GLA health and wellbeing team.
  3. Lead high-profile projects with partners, identifying opportunities for further initiatives and funding.
  4. Oversee delivery of the work plan, collaborating with team members and GLA Group organisations.
  5. Build and maintain effective relationships with internal and external stakeholders to promote the Mayor's public health approach.
  6. Manage senior-level problem solving to address programme dynamics critical to delivery.
  7. Incorporate Londoners’ participation into programme and project development.
  8. Lead, motivate, and develop a small team, ensuring personal development and resource efficiency.
  9. Contribute to corporate management processes, including budget planning, performance monitoring, and reporting.
  10. Adhere to procurement and financial systems, managing outcomes, quality, claims, milestones, and negotiations.
  11. Manage projects within tight deadlines and budgets, establishing effective delivery systems.
  12. Engage across the GLA and external partners for a joined-up health approach.
  13. Work with statistical experts and economists to underpin efforts with sound analysis.
  14. Provide high-level advice to the Mayor, senior managers, Members, and partners, including policy and strategy recommendations.
  15. Promote equality and diversity, ensuring the needs of London’s communities are met.
  16. Participate in multi-disciplinary groups and project teams.
  17. Skills, knowledge, and experience

  • Understanding of key public health approaches, wider determinants, policy areas, and operational delivery. Knowledge of the public health system is desirable.
  • Experience of delivering complex health improvement programmes at a senior level, in a political environment, with strong negotiation skills.
  • Critical thinking, data analysis, and evidence interpretation skills.
  • Procurement and programme development expertise, relationship management in a partnership environment.
  • Experience in managing staff and leading teams is desirable.
  • Relevant degree or equivalent qualification, or relevant experience.
