Panoramic Associates is working with a leading housing organisation to appoint an experienced Senior Mobilisation Manager to lead complex mobilisation and demobilisation programmes across its Property Directorate. Reporting to the Head of Property, you'll provide senior leadership and assurance across multiple concurrent mobilisation programmes.

Qualifications

• Extensive experience leading mobilisation and/or demobilisation programmes at scale.
• Senior leadership experience within property services or a similar environment.
• Strong track record influencing and communicating with senior stakeholders.
• Experience managing TUPE transfers and workforce transitions.
• Experience working in regulated, customer-facing environments.

Responsibilities

• Lead end-to-end mobilisation and demobilisation of complex property services.
• Provide strategic leadership across mobilisation programmes.
• Oversee multiple high-risk transitions simultaneously.
• Develop robust mobilisation plans, governance structures, critical paths and risk frameworks.
• Ensure continuity of repairs, maintenance, compliance and investment services during transition.
• Collaborate with Procurement, Commercial, Finance, HR, Legal, Technology and operations teams.
• Provide senior oversight of contract mobilisation, supplier onboarding and exit activity.
• Manage budgets, cost control and value for money.
• Provide strategic oversight of TUPE and workforce transition activity.
• Ensure data, systems and digital platforms are ready to support new and transitioning services.
• Establish KPI, SLA and performance frameworks from contract inception.
• Lead assurance and governance reporting for senior stakeholders.
• Work with suppliers and partners to drive accountability and delivery.
• Support customer and resident communication throughout transitions.
