Job description

We're seeking to hire a Project Manager capable of carrying out the full remit of pre and post contract project management duties and leading concurrent, large scale, new build projects. Both projects involve the accompanying 278 agreements, therefore candidates with experience of settling 278 agreements as part of larger projects would be advantageous, but not essential.

TSA Riley is an ambitious and growing consultancy working with a strong and established presence in the northwest region. Our growth plans will translate into real career development opportunities for similarly minded staff members wanting to join us and make a real impact on our growth journey.

Therefore, if you're looking for a role that offers a challenge, variety, and the chance to grow with a business which values innovation, collaboration, and integrity, then we'd love to hear from you.

Key tasks and responsibilities
  • Working as part of a team of Quantity Surveyors and Project Managers whilst reporting into the regional leadership team.
  • Ensure our client(s) achieve their stated objectives through close teamwork, proactive risk and programme controls and the provision of contractual advice.
  • Prepare full tender documentation, for consultant or contractor appointments, in line with the TSA Riley requirements and present these to the client for review and comment.
  • Administer the tender processes for consultant and contractor appointments.
  • Provide /obtain advice on contractors, specialists, procurement routes, cost and programme solutions and present to the client.
  • Acting in an Employers Agent role on behalf of our clients.
  • Administer/manage cost/variation procedures as applicable under the relevant Appointment or Contract.
  • Attend and/or chair meetings within line with the appointment provisions.
  • Prepare financial and progress reports for the client, ensuring their specific data requirements are included.
  • Instigate value engineering and standardisation processes aimed at optimising efficiency for both TSA Riley and the client.
  • Propose innovative initiatives on service delivery for TSA Riley management consideration.
  • Prepare development and delivery programmes in Microsoft Project, ensuring the key deliverable objectives are understood and reported adequately.
Desired qualifications and experience
  • A relevant degree or masters qualification in construction project management or similar equivalent subject.
  • Membership of a reputable and relevant professional body such as the Royal Institute of Chartered Surveyors (RICS) or Chartered Institute of Building (CIOB) or similar is desired.
  • The ability to autonomously carry out a full range of pre and post contract duties from conception through to final accounting.
  • Strong client facing and stakeholder engagement skills are essential. You will have demonstrable experience of acting in the lead project management role, supporting clients and delivering high‑quality outcomes whilst providing project management services.
  • A proven ability to lead large scale, new build construction projects within the built environment.
  • Prior experience of handling 278 agreements as part of larger developments would be advantageous.
  • Familiar with common forms of contract such as JCT and NEC and strong contract administration skills are desired.
About Us

TSA Riley has a 130‑year heritage dating back to 1890 when Henry Riley Esq first established a quantity surveying practice in London. In Asia Pacific we trace our roots back to the 1980s through the merging of several respected, small project management and advisory firms.

Now, in the 21st century, we're defining and pioneering a new way of helping our clients drive greater value and impact from their built assets.

Plan. Procure. Deliver. Optimise. Decarbonise. We call this project consulting.

We provide expert strategic, commercial and operations advice; project and cost management; carbon advice; and dispute resolution. This uniquely broad range of services - across the project lifecycle - means we understand the interdependencies at every stage. We combine this with hands‑on experience and personalised service to drive greater value, impact and certainty for our clients' projects.

Our Values
  • We win together: Collaborate openly, learn from each other and succeed as one global team.
  • We own it, always: Act with integrity and take responsibility to deliver with purpose.
  • We focus on what matters: Striving for high standards to create meaningful, lasting and sustainable impact.
  • We are curious: Embrace agility and change, explore ideas and turn our curiosity into progress.
