Project description

One of the biggest UK rail network companies, operating with rail infrastructure and asset management, needs to develop and support enterprise-level information systems.

We are looking for a candidate to manage projects through the entire project life cycle, applying fundamentals of good project management, such as safety, schedule, risk, and financial management.

The projects involve delivering various Telecom Operations Systems projects, including essential software upgrades on critical telecoms operational support systems (OSS) used for fault detection, investigation, and resolution by telecoms teams. These upgrades are driven by vendors discontinuing support on older software versions. Additional upgrades aim to enhance fault management processes or reduce fault reaction times. Key applications include IBM API Gateway, IBM Control Desk (SCCD), IBM Netcool, Cramer, and SolarWinds.

The services must deliver outputs aligned with organizational standards (in-house delivery framework).

Responsibilities
Project Delivery
  • Take accountability for delivering projects under the Programme Manager’s guidance, ensuring high-quality products are delivered right first time within scope, time, and budget.
  • Form project teams with necessary specialists to deliver supportable solutions following organizational standards.
  • Ensure delivery of ROI and technical compliance, involving the Project Commercial Manager as needed.
  • Implement effective risk, issue, and change management processes per company standards.
  • Create and baseline project plans, identify critical paths, and track progress, managing dependencies and escalating issues promptly.
Stakeholder Management
  • Build and maintain relationships with business representatives and stakeholders to manage expectations and ensure benefits-driven requirements.
  • Regularly update sponsors and stakeholders on project progress with clear communication.
Supplier Management
  • Manage all suppliers and third parties to meet deliverables, ensuring appropriate contracts and risk allocation.
  • Manage suppliers to deliver on time and within budget, addressing change requests and mitigating risks.
  • Establish trusted relationships for quick resolution of non-contractual issues.
Financial Management
  • Manage project finances, including forecasting, payments, and reporting, ensuring costs are traceable to the project plan.
  • Handle changes via formal procedures and demonstrate financial accountability.
Reporting
  • Produce weekly and four-weekly reports covering successes, plans, issues, risks, project status, and financials.
  • Maintain all project documentation in SharePoint with key parameters for traceability.
Skills
Must have
  • Extensive experience managing projects, responsible for time, cost, and quality.
  • Proven track record with multi-million-pound telecoms application upgrade projects.
  • Experience with Telecom/OSS platform upgrades and IBM systems.
  • Knowledge of PACE, CSM, and CDM.
  • Experience from project inception to operational handover.
  • Professional accreditation (e.g., APMP, Prince2, MSP).
  • Strong interpersonal, management, and communication skills.
  • Deep understanding of programme controls, supplier management, and business case development.
  • Leadership experience in high-performance teams and stakeholder engagement.
  • Good knowledge of Railway Telecoms Networks and systems.
Nice to have
  • Experience managing major software upgrades or migrations.
  • Experience working in government/public sectors.
  • Knowledge of specific applications like SolarWinds, Netcool, SCCD, Cramer, API Gateway, and automation tools.
