Job summary

System C is seeking a Senior Project Manager to lead end-to-end Liquidlogic software implementations for local government, social care and education sectors. You will own delivery from initiation through to go-live, coordinating stakeholders, teams and vendors to ensure on-time, within-budget outcomes and the highest quality standards.

The role involves mentoring delivery teams, managing risks and budgets, and building trusted customer relationships across the UK.

Qualifications

• Proven experience leading large-scale software implementations.
• Experience in Local Government, Social Care, Education or related public sector tech environments.
• Strong stakeholder management with senior leaders and operational teams.

Responsibilities

• Act as a senior escalation point for customer challenges.
• Provide leadership, coaching and line management support to Project Managers and delivery teams.
• Lead end-to-end delivery of complex Liquidlogic implementation, migration, upgrade and transformation projects.
• Manage scope, timelines, budgets, risks, issues, dependencies, and governance.
• Build relationships with customer stakeholders and act as trusted advisor during tech implementation and organisational change.
• Ensure projects are planned, resourced, and delivered to customer expectations and contractual commitments.
• Review SOWs and contribute to project mobilisation activities.
• Monitor financial performance, forecasting, revenue delivery and project health.
• Identify and manage risks, issues and escalations to resolution.
• Support resource planning and capacity management across multiple projects.

The Role

We're looking for a Senior Project Manager to lead the successful delivery of complex Liquidlogic software implementation projects across local government, social care, and education organisations. This is a highly visible, customer-facing role where you'll take ownership of projects from initiation through to go-live. Working closely with local authority stakeholders, delivery teams, technical specialists, and senior leaders, you'll ensure projects are delivered on time, within budget, and to the highest quality standards. This is an excellent opportunity for a delivery-focused project professional who is passionate about helping local authorities transform services through technology and achieve better outcomes for the people they support. This role will require occasional travel to customer sites across the UK.

What You'll Be Doing

• Act as a senior escalation point for customer challenges.
• Provide leadership, coaching and line management support to Project Managers and delivery teams.
• Lead the end‑to‑end delivery of complex Liquidlogic implementation, migration, upgrade, and transformation projects.
• Manage project scope, timelines, budgets, risks, issues, dependencies, and governance throughout the project lifecycle.
• Build strong and trusted relationships with customer stakeholders.
• Act as a trusted advisor, supporting customers through both technology implementation and organisational change.
• Ensure projects are appropriately planned, governed, resourced, and delivered in line with customer expectations and contractual commitments.
• Review Statements of Work (SOWs) and contribute to project mobilisation activities.
• Monitor project financial performance, forecasting, revenue delivery, and overall project health.
• Proactively identify and manage risks, issues, and escalations to successful resolution.
• Support resource planning and capacity management across multiple concurrent projects.

What We're Looking For

• Strong stakeholder management skills, with the ability to engage confidently with senior leaders and operational teams.
• Demonstrable experience managing project budgets, forecasts, commercial performance, and resource planning.
• Strong understanding of project governance, risk management, reporting, and delivery methodologies.
• Excellent communication, organisation, and problem‑solving skills.
• A flexible and collaborative approach, with a commitment to delivering outstanding customer outcomes.

Desirable

• Experience delivering local authority case management platforms.
• Knowledge of Children's Services, Adult Social Care, or Education services.
• Formal project management qualifications such as PRINCE2, AgilePM, or equivalent.
