Introduction

The Projects Team, within Parliamentary Maintenance Services Team (PMST), maintains the Parliamentary Estate (Commons & Lords) buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment for the many thousands of people for who work in and visit Parliament and ensure the buildings are equipped for the demands of the 21st century.

PMST enables the key functions of Parliament to take place, working directly with other teams to support the important work of both Houses, including Security; Digital; Safety; Catering; Service Delivery, Strategic Estates, Restoration and Renewal Client Team and the Design Authority.

We currently have approximately 50 projects with an annual spend of £10m; we have a stated aim to improve the predictability of our projects from both a time and cost perspective whilst not trading on quality or safety.

The Role

The role will be working within the Projects team of the Parliamentary Maintenance Services Team (PMST), a department that consists of approximately 130 in-house staff supported by a range of contractors who maintain the estate.

As part of PMST, the Projects function is focussed on:

  • Asset Enhancements related projects that enhance the estate
  • Asset Replacement & Renewal
  • Acting as the first and last point of contact between maintenance and larger capital projects

Some of the responsibilities for this role include:

  • Support the maintenance delivery team with an estate wide comprehensive planned maintenance regime for all electrical related assets
  • Understand the existing services at the estate by scoping and undertaking condition surveys
  • Undertake project identification, condition assessment, analysis and recommendations
  • Develop business cases to obtain project works authorisation
  • Deliver project works by following parliamentary project governance, supervising resulting works contractors, undertaking periodic quality and safety inspections and providing quality assurance over the works
  • Act as technical stakeholder for PMST on larger capital works projects
  • Assist in a professional capacity with any critical incidents affecting the estate

Skills and Experience

To be successful in this role you will demonstrate:

  • Degree educated (or minimum equivalent NVQ L6) in Electrical Engineering.
  • Chartered in a relevant professional body or working towards Chartered status.
  • Excellent interpersonal, management, and communication skills and the ability to build and maintain effective relationships between staff, managers, contractors and stakeholders
  • Proven experience managing multiple building maintenance projects or major projects with multiple packages
  • Demonstrable working knowledge of Health & Safety in maintenance / construction environments
  • Familiarity with Construction Design & Management (CDM) Regulations
  • Knowledge and practical understanding of NEC contracts
