Job summary

CMR is a dynamic consultancy driving modern project controls across the UK. We seek a Senior Project Controls Manager who can lead the project controls capability for major programmes with strong governance, data interpretation and cross‑discipline integration.

You will manage multi‑discipline teams, drive continuous improvement, and ensure facilities and reporting align with PMO standards. Remote and Birmingham hybrid work is available, with competitive benefits.

Qualifications

• Experience leading Programme Controls Manager roles on large, complex construction projects.
• Excellent stakeholder management across multiple levels.
• Strong communication skills, both written and verbal.
• Ability to facilitate workshops with multiple stakeholders to identify and mitigate issues.
• Experience coordinating risk, planning, cost change control, document control and reporting teams.
• Proven track record managing teams of specialists and project controls systems.

Responsibilities

• Lead, manage and set up the project controls capability for a major project or programme – people, procedures, systems.
• Provide interpretation of monthly reporting data to support prompt SLT decisions.
• Establish and manage the PMB and supervise KPI and progress data for time, cost, risk, and quality reporting.
• Implement governance, processes and systems across the project lifecycle.
• Coordinate the project controls function through the supply chain.
• Integrate disciplines including schedule, cost, risk, quality and reporting.
• Assure data quality and adherence to PMO policies and standards.

You’ll

• Lead, manage and set up the project controls capability for a major project or programme – people, procedures, systems
• Provide interpretation of the data in the monthly reporting to support prompt decision making by the SLT
• Establish and manage the Performance Measurement Baseline (PMB) and supervise the Project Control deliverable to collate monthly KPI & progress data related to time, cost, risk, and quality for the purposes of monthly business reporting
• Implement effective project governance, processes and systems throughout the project lifecycle
• Manage and co-ordinate the project controls function through the supply chain
• Be responsible for integrating the disciplines including schedule, cost, risk, quality and reporting.
• Assurance of data and ensuring adherence to PMO policies, processes and standards

About You

Essential

• Professional experience undertaking Programme Controls Manager roles for the development and/or delivery of large, complex construction projects
• Ability to build and maintain stakeholder relationships at all levels
• Exceptional verbal and written communication skills
• Ability to facilitate workshops with multiple stakeholders in order to identify and mitigate issues.
• Experience managing and integrating risk, planning, cost change control, document control and reporting teams, having worked in at least one of these disciplines.
• Experience in managing teams of highly skilled specialists
• Experience of managing project controls systems

Desirable

• A formal professional Project Management qualification
