Elevation Recruitment Group is delighted to be recruiting on behalf of a prestigious public sector financial institution for a Projects Procurement Specialist to join their dynamic Commercial Operations team. This is a unique opportunity to play a pivotal role in shaping and delivering complex, high-value procurement projects that align with public procurement regulations and strategic objectives.

Our client – a forward-thinking, values-led organisation – is seeking a highly experienced and commercially astute procurement professional to lead and advise on strategic sourcing initiatives across a wide-ranging and complex procurement pipeline.

The Role:

As Projects Procurement Specialist, you will act as a subject matter expert, independently designing and delivering complex public procurement processes. You’ll ensure compliance with the prevailing public procurement legislative regime while driving value, innovation, and best practice across the organisation.

This role does not carry direct line management responsibilities but does require mentorship and support for junior colleagues, alongside regular engagement with senior stakeholders.

Key Responsibilities:

  • Lead the end-to-end delivery of complex procurement projects, ensuring compliance with public sector procurement regulations.
  • Undertake commercial procurement options appraisals and present strategic recommendations to senior leadership.
  • Develop commercially sound, future-proof procurement strategies and tender documentation.
  • Advise on specification development, commercial models, social value, ESG, and risk mitigation.
  • Conduct pre-market engagement, manage tender evaluation, moderation and contract award processes.
  • Provide insight on procurement pipeline trends, identifying opportunities for savings and efficiencies.
  • Support governance and gateway processes and contribute to senior leadership decision-making through robust commercial data and analysis.
  • Work collaboratively across stakeholder groups and build strong internal and external relationships.
  • Utilise procurement systems to support commercial lifecycle management.
  • Contribute to the organisation's compliance with upcoming public procurement legislative reform.

What We're Looking For:

Essential:

  • Extensive experience designing and leading complex public sector procurement processes (OJEU/Find a Tender/PA23).
  • Deep understanding of UK public procurement law, commercial contracts, and supplier relationship management.
  • Proven experience influencing and advising senior leadership stakeholders.
  • Strong communication skills – both written and verbal – with the ability to convey complex concepts clearly.
  • Commercially aware, strategic thinker with the ability to work autonomously.
  • Strong data literacy and proficiency with Microsoft Excel.
  • MCIPS qualified or equivalent professional qualification.

Desirable:

  • Experience delivering procurement aligned with sustainability, social value, and net zero objectives.
  • Ability to generate commercial insights from management information.
  • Experience in professional services procurement.
