1st Executive Ltd is seeking a Senior Procurement Manager in London or Basingstoke to lead end-to-end procurement and contracting activities across a defined portfolio, ensuring value for money and secure supply.

You will develop strategies, manage supplier relationships, and influence stakeholders at all levels, with strong knowledge of public procurement rules and health, safety, and environmental requirements.

Qualifications

  • Strong commercial acumen and understanding of supplier markets.
  • Proven procurement and contract management experience, including negotiations.
  • Excellent stakeholder management and ability to influence at all levels.
  • Knowledge of public procurement regulations and best practice.
  • Understanding health, safety, quality and environmental requirements in contracting.
  • Experience of e-procurement systems and digital sourcing tools.
  • Membership of a relevant professional body (e.g. CIPS).
  • Experience in rail, infrastructure, engineering or construction sectors.
  • Degree or equivalent professional qualification.

Responsibilities

  • Develop and continuously improve procurement strategies that deliver value for money and risk management.
  • Lead end-to-end procurement, tender management, negotiations, and contract awards.
  • Provide expert procurement and commercial advice across a designated portfolio.
  • Support the procurement of major contractors and influence subcontracting strategies.
  • Ensure compliance with organisational policies, governance frameworks, legal requirements, and procurement regulations.
  • Manage strategic supplier relationships, driving performance and supporting business objectives.
  • Identify and implement cost-saving and efficiency opportunities across the portfolio.
  • Monitor and evaluate supplier performance, providing constructive feedback.

Senior Procurement Manager

Location: London or Basingstoke
Salary: £55,596 - £67,813 per annum

The Opportunity

This role is responsible for developing, implementing, and managing contracting and commercial arrangements across a defined procurement portfolio, ensuring value for money, security of supply, and alignment with business objectives.

Key Responsibilities
  • Develop and continuously improve procurement strategies that support wider programme objectives, delivering value for money, strong supplier performance, and effective risk management.
  • Lead end-to-end procurement and sourcing activities, including supplier pre-qualification, tender management, negotiations, and contract award.
  • Provide expert procurement and commercial advice across a designated portfolio.
  • Support the procurement of major contractors and influence subcontracting strategies where appropriate.
  • Ensure compliance with organisational policies, governance frameworks, legal requirements, and procurement regulations.
  • Manage strategic supplier relationships, driving performance and supporting business objectives.
  • Identify and implement cost-saving and efficiency opportunities across the portfolio.
  • Monitor and evaluate supplier performance, ensuring constructive feedback and continuous improvement.
  • Exercise delegated procurement authority in accordance with established governance processes.
Skills & Experience
Essential
  • Strong commercial acumen and understanding of supplier markets.
  • Proven procurement and contract management experience, including negotiation and the development of sourcing strategies.
  • Excellent stakeholder management skills with the ability to influence and communicate effectively at all levels.
  • Knowledge of public procurement regulations and procurement best practice.
  • Understanding of health, safety, quality, and environmental requirements within a contracting environment.
Desirable
  • Experience of e-procurement systems and digital sourcing tools.
  • Membership of a relevant professional body (e.g. CIPS).
  • Experience within the rail, infrastructure, engineering, or construction sectors.
  • Degree educated or equivalent professional qualification.
