Job summary

Caerphilly County Borough Council is seeking a Principal Procurement Officer to lead procurement exercises and contract management across key service areas. The role is 37 hours per week, permanent and full-time, based at Ty Penallta with a competitive salary and structured development opportunities.

Successful candidates will have MCIPS or an equivalent qualification, strong knowledge of UK procurement regulations and proven senior-level experience in purchasing.

Qualifications

• MCIPS or equivalent qualification is essential.
• In-depth knowledge of the UK Public Contract Regulations.
• Experience planning and developing contract arrangements.
• Proven senior-level experience within a purchasing organisation.

Responsibilities

• Lead procurement exercises and contract management for Infrastructure, Waste and Environment, and Regulatory Services.
• Provide line management, support and professional development to Procurement Officers and Buyer Assistants.
• Lead the interpretation and application of UK and Welsh Government procurement legislation.
• Support delivery of Standing Orders for Contracts and related procurement strategies while promoting local and national policies.
