Job summary

Morgan Law is delighted to be supporting a major public sector organisation in the appointment of a Senior Procurement & Contracts Manager to lead procurement, commercial and contract management activities across a significant capital investment programme.

You will lead the organisation’s procurement and commercial function, providing strategic advice and commercial expertise across a wide range of projects and contracts. Hybrid working is offered, with 2 days in the office and 3 days from home.

Qualifications

• Extensive procurement experience in estates, property, development or facilities management.
• Strong knowledge of public sector procurement regulations and governance.
• Experience delivering high-value procurements and managing complex supplier relationships.
• Commercial acumen across the procurement lifecycle.
• Understanding NEC and construction-related contract forms.
• Experience managing outsourced service providers and facilities contracts.
• Knowledge of landlord and tenant matters and service charges.
• Excellent stakeholder management and influencing skills.
• People management or team leadership experience.
• Ability to work autonomously while building cross-organisational relationships.

Morgan Law is delighted to be supporting a major public sector organisation in the appointment of a Senior Procurement & Contracts Manager to lead procurement, commercial and contract management activities across a significant capital investment programme.

The Opportunity

You will lead the organisation’s procurement and commercial function, providing strategic advice and commercial expertise across a wide range of projects and contracts.

You will work closely with senior stakeholders, project teams and service managers, supporting the delivery of major construction, estates and development projects whilst ensuring compliance with public procurement regulations and best practice contract management.

Key responsibilities include:

• Managing the procurement pipeline and providing commercial advice throughout project lifecycles.
• Supporting business case development, market engagement and sourcing strategies.
• Advising on contract structures, including NEC and other industry-standard forms of contract.

About You

We are particularly interested in speaking with candidates who can demonstrate:

• Significant procurement and contract management experience within Estates, Property, Development, Regeneration, Construction or Facilities Management environments.
• Strong knowledge of public sector procurement regulations and governance requirements.
• Experience delivering high-value procurements and managing complex supplier relationships.
• Commercial acumen with a proven ability to drive value throughout the procurement and contract lifecycle.
• Understanding of NEC and other construction-related contract forms.
• Experience managing outsourced service providers and facilities management contracts.
• Knowledge of landlord and tenant matters, service charges and property-related contract arrangements.
• Excellent stakeholder management and influencing skills.
• Previous people management or team leadership experience.
• The ability to work autonomously while building strong relationships across an organisation.

Desirable

• MCIPS qualification or equivalent professional accreditation.
