Job summary

The Scottish Public Pensions Agency (SPPA) within The Scottish Government seeks a Senior PMO Manager to lead the PMO for portfolios, programmes and projects from inception to closure. You will set standards, coordinate delivery and provide assurance to SPPA SROs while modelling high performance across the PMO.

You will drive governance, risk, benefits and quality management, and support senior leaders with timely advice.

Qualifications

• PMO governance expertise and ability to monitor project progress with clear controls.
• Lead criteria: experience managing or leading in a PMO for complex projects and setting/maintaining delivery standards.
• Professional level qualification and proof of qualifications will be checked at assessment stage.

Responsibilities

• Ensure governance arrangements are in place with SROs receiving timely reports for decision making.
• Provide support on planning, forecasting, change control, milestones, risk, issues and dependencies; ensure quality documentation.
• Develop tools and processes (RAID, quality and benefits management) and embed high standards across SPPA.
• Lead portfolio, programme and project assurance activities (Gateway and audit) and contribute to framework management.
• Support Head of Programme Delivery with timely advice to Chief Transformation Officer and Chief Operating Officer, escalating risks as needed.
• Build cohesion and resilience within the PMO and support development of Band B team members.
