Skills & Experience:
  1. A degree in planning or other appropriate professional qualification and a member of the RTPI or eligible for full membership.
  2. Comprehensive knowledge and understanding of Planning legislation, policy guidance and circulars.
  3. Experience in local government policy work including preparation of development plan documents or equivalents.
  4. Proven interpersonal skills.
  5. Ability to negotiate and deliver highly complex and controversial planning applications.
What's involved with this role:

You will deliver high-quality, transparent decision-making within tight deadlines, ensuring the Planning Service is recognised for excellence. Independently manage a caseload of complex or high-profile planning applications and pre-application advice requests, providing well-reasoned officer recommendations. Additionally, you will coach and supervise junior planning officers, helping them develop the skills and knowledge to manage technical and people-related issues independently.

Key duties:
  1. Independently manage a full caseload of development management work, including negotiating planning agreements, processing complex applications, and meeting deadlines while aligning with planning policy and corporate targets.

  2. Assess, negotiate, and provide clear, well-written officer reports with robust recommendations based on relevant planning policies and material considerations.

  3. Stay up-to-date with relevant legislation, proactively updating junior staff on changes and ensuring compliance in planning practices.

  4. Identify issues and propose improvements to enhance service delivery, focusing on customer service, IT systems, and planning processes.

  5. Maintain accurate electronic and paper records of all casework, ensuring documentation is up-to-date before any decisions are made.
