Rochdale Borough Council is seeking a Deputy Head of Service for its Revenues & Benefits Service. This role involves managing teams, driving performance improvements, and overseeing the collection of Council Tax and Business Rates. An outstanding opportunity has arisen for a successful applicant to take up a key position within the Revenues & Benefits Service.
You will report to and deputise for the Head of Service, managing the Collections and Support Teams. Your responsibilities include providing operational and managerial direction for the Council Tax, Business Rates, Corporate Debt, and Support teams. You will lead various service and corporate priorities, as well as cross-council initiatives and developments. Specifically, you will:
We seek an experienced professional with a proven track record of management and leadership within a Council Revenues & Benefits Service. Experience in collection and recovery of Council Tax and Business Rates is essential, along with broader knowledge of other charges and debts owed to the council.
The successful candidate will demonstrate detailed knowledge of Council Tax, Business Rates, and related legislation, practices, systems, and issues. They will be capable of driving performance improvements and efficiencies based on experience.
As a deputy for the Head of Service, you will lead on corporate issues affecting Revenues & Benefits, including transformation projects and cross-council efficiency initiatives.
You should be enthusiastic, highly motivated, with excellent interpersonal skills. Experience dealing with technical collection and recovery issues, contract management, performance management, and complex staffing issues is required. Adaptability, innovation, and strong leadership skills are essential to support colleagues and teams through change and transformation.
Rochdale Borough Council operates a hybrid working model. Senior officers are required to work at Number One Riverside at least three days per week and may work from home two days per week. Permanent homeworking is not available for this role.
