Job description

  • To conduct feasibility studies and write procurement reports
  • To apply Value Management techniques at the outset of a project and involve Turner & Townsend’s specialist Value Management team where appropriate
  • To manage estimating and cost planning activities, including taking ownership of and presenting the final cost plan
  • To manage the procurement process, ensuring all stages including pre-qualification, enquiry, analysis, selection, and contract preparation are performed effectively
  • To manage the tender process for MEP packages, including tender document preparation, clarifications, interviews, and tender recommendation reports if required
  • To ensure post-contract cost variances and change control processes are managed effectively
  • To oversee cost checking and valuation work
  • To produce monthly post-contract cost reports and present them to the client
  • To engage in value engineering and life cycle costing
  • To negotiate and finalize accounts, validate monthly payment claims, and prepare payment recommendations for MEP-related works/packages
  • To lead interfacing with the client and other consultants at all project stages
  • Where appropriate, to lead a cost management team to ensure delivery of all responsibilities
Qualifications
  • Bachelor's degree in Quantity Surveying, Cost Management/Engineering, or equivalent
  • Minimum 10-15 years of experience in related fields
  • Candidate from Batam is preferred
  • Excellent technical knowledge across all Cost Management duties including cost estimates, bills of quantities, value engineering, tendering, evaluation, contract knowledge, change orders, and final account close-out
  • Experience in commercial, corporate, and high-tech environments is preferred
  • Experience from a consultancy background, with familiarity in mechanical, electrical, and plumbing (MEP) work is preferred
  • Strong leadership and problem-solving skills
  • Excellent communication skills, with the ability to negotiate, influence, and persuade
