Senior Manager II, Strategic Data Policy and Governance
Description
Plans, manages, and coordinates multifaceted program activities and personnel of the Division's data governance function; exercises leadership to design, create, implement, assess, revise, or adapt policies, standards, and tools that guide the responsible use of data across the school system. Leads divisionwide governance strategy to support secure, accurate, and effective data use; directs compliance with regulations; facilitates collaboration across departments; and promotes a culture of data literacy and informed decision-making.
Qualifications
Required
- Any combination of education and experience equivalent to a bachelor's degree in education, information management or a related field.
- Five (5) years of experience in data management, data governance, or a related field.
- Knowledge of data governance frameworks, data management principles, and best practices for public sector organizations.
- Knowledge of data privacy, security, and regulatory requirements (e.g., FERPA, COPPA, state laws) applicable to educational environments.
- Knowledge of data analysis tools, techniques, and platforms, including data cataloging, data quality assessment, and metadata management.
- Knowledge of public education systems, including instructional programs, accountability measures, and operational priorities.
- Strong analytical and problem-solving skills, with the ability to assess needs, identify patterns, and develop effective data governance solutions.
- Skill in strategic planning, including setting priorities, aligning initiatives with broader goals, and evaluating long-term impact.
- Skill in data interpretation and communicating technical or regulatory information to non-technical audiences.
- Skill in facilitating collaborative decision-making across departments and balancing centralized guidance with school-based autonomy.
- Ability to lead cross-functional teams in the planning, execution, and monitoring of complex projects and initiatives.
- Ability to present complex data-related issues and recommendations clearly and persuasively to senior leadership, staff, and external stakeholders.
- Ability to balance district-wide goals and strategy with making and implementing specific decisions in alignment with the broader goals/strategy.
- Ability to facilitate meetings and build consensus among diverse groups, including IT staff, instructional leaders, and administrative personnel.
- Ability to manage, human, physical, and financial resources.
- Ability to communicate effectively, both orally and in writing.
Preferred- Experience in an educational setting.
- Experience in developing and implementing data governance frameworks.
- Knowledge of public school data systems, including their structure, use, and interoperability.
- Knowledge of data visualization tools and techniques to support effective communication of trends and insights.
- Knowledge of cloud-based data environments, including data storage, access management, and integration practices.
