Detailed job description and main responsibilities
- Provide comprehensive and senior-level finance support to Division(s).
- The post holder will be required to meet regularly and liaise with Operational Managers, Associate Directors of Nursing and Professional Practice (ADNPPs), Ward Managers, Practice Managers, and other senior budget holders. They will advise on complex financial issues, identify corrective actions for budgets in deficit and run rate increases, and work with Finance Business Managers to analyze multi-year/month run rates and explore methods to maintain a balanced financial position.
- The post holder must ensure that the financial implications of service changes and cost pressures are fully costed. They will play a key role in assisting Senior Budget Holders in prioritizing initiatives aligned with local and national targets.
- The candidate should be proficient in using the general ledger system (Unit4) and reporting tools like Excelerator, ensuring adherence to accounting best practices and maximizing information availability for the Trust. This includes the Trust's Unit4 Web reporting tool and related feeder files.
- Responsible for line management of the Division management accountants, providing support, advice, and guidance. This encompasses HR tasks such as appraisals, sickness management, mandatory training reviews, and compliance with HR policies.
- Significant involvement in the annual planning process, including budget re-costing and pay cost reviews during budget setting. Collaboration with operational colleagues on short to medium-term financial strategies, including maintaining Unit4 system data.
- The post holder will undertake service efficiency reviews, analyze complex financial data, and report findings and recommendations to the Business Support team. They will assist in identifying inefficient or uneconomic resource use through benchmarking and cost analysis to ensure optimal use of public funds.
- Support the Finance Business Manager in providing service line reporting, patient-level costing, benchmarking, business cases, cost improvement, efficiency plans, and monthly financial positions.
- Provide financial data to the Corporate Finance Team to support NHSE reporting, strategic planning, agency analysis, and forecasting.
- Work independently, applying professional knowledge within regulatory and organizational frameworks. They should be familiar with Trust and DHSC financial policies, procedures, and accounting standards, exercising judgment to determine appropriate actions and escalating sensitive issues to senior colleagues.
- Propose and implement changes to working practices, procedures, policies, or services that impact the organization, including reviewing Trust documentation related to finance.
- Undertake ad hoc tasks as needed and provide cover within the section to meet reporting deadlines.
Person specification
Qualifications
- Essential: Fully Qualified CCAB Accountant (equivalent to postgraduate qualification)
- Desirable: Master's level education or equivalent professional qualification in financial management/finance
Experience
- Essential: Good organization and management skills; in-depth understanding of accounting processes; ability to work under pressure to meet deadlines while maintaining quality.
- Desirable: NHS management accounting experience
Specific Skills
- Essential: Excellent written, verbal, analytical, and presentation skills; ability to explain complex financial issues to non-financial managers.
- Desirable: Ability to manage and reprioritize a demanding workload.
