Job description

About the role

We are currently recruiting experienced clinicians to lead the provision of clinical advice to PHSO, a Senior Lead Clinician and 1-2 Lead Clinicians.
The Ombudsman was created to provide an independent complaint handling service for unresolved complaints including healthcare complaints. His healthcare jurisdiction includes considering the merits of clinical decisions. To properly investigate healthcare complaints he and his caseworkers need advice from suitably qualified clinicians. That advice must be of a high standard.

Advice is drawn from a team of clinical advisers from a wide range of specialisms within PHSO. An additional group of external advisers provide ad hoc advice to our casework teams on particularly specialised areas. All of our clinical advisers are required to continue to work within the NHS to ensure that their professional knowledge is up to date.

The Senior Lead Clinician is responsible for the leadership and strategic direction of the Clinical Advice Team and contributes to the wider leadership of PHSO. The role calls for an understanding of the wider healthcare context and its impact on day to day clinical decision making. The Senior Lead Clinician has a key role in ensuring that decisions within PHSO and our approach to health care investigations is grounded in that context.

The Senior Lead Clinician will lead a large team of clinical advisers in providing evidenced-based clinical advice to PHSO. The successful candidate will need to demonstrate the ability to plan and deliver the volumes of clinical advice required and to work collaboratively across PHSO including with the Ombudsman and Chief Executive and in multi-disciplinary teams providing effective input and advice on high risk cases. The successful candidate will be part of the Operational Leadership Team and will work with that team to ensure provision of the right advice at the right time. The Senior Lead Clinician will also play a central role in casework quality improvement activity developing and improving approaches to taking clinical advice as part of the Directorate focused on casework quality.

The Senior Lead Clinician will be an experienced clinical professional and will be required to remain clinically active within the NHS alongside their PHSO role. Applicants should be prepared to work on a substantial part-time basis (minimum 0.7 FTE).

The Lead Clinician supports the Senior Lead Clinician in providing leadership and strategic direction for the Clinical Advice Team and contributes to the wider leadership of PHSO. The Lead Clinician will support the Senior Lead Clinician in leading a large team of clinical advisers in providing evidenced-based clinical advice to PHSO. The role calls for an understanding of the wider healthcare context and the ability to understand the impact on day to day clinical decision making. The Lead Clinician will support the Senior Lead Clinician in ensuring that that understanding informs the work of PHSO. The role offers direct professional support and advice to the Ombudsman and Chief Executive and colleagues across the rest of PHSO. The Lead Clinician will take responsibility for line management of internal clinical advisers and, supported by an administrative team, for the day to day process by which clinical advice on individual investigations is commissioned and provided.

The Lead Clinician will be an experienced clinical professional and will be required to remain clinically active within the NHS alongside their PHSO role. Applicants should be prepared to work on a substantial part-time basis (minimum 0.6 FTE).
