Senior Insolvency and Regulatory Manager
Milton Keynes
Hybrid working meaning two days in the office and three from home
Permanent
Full Time 35 hours a week.
Up to £80,000pa depending on experience.
Overall purpose of this role of Senior Insolvency and Regulatory Manager
- To manage all insolvency-related regulatory casework to a consistently high standard which inspires confidence in ICAEW and the accountancy profession among insolvency practitioners, ICAEW members and the public.
- To support the Director, Regulatory Policy with insolvency-specific regulatory policy matters.
- To work proactively and collaboratively with all colleagues in Professional Standards and other ICAEW departments as required.
Senior Insolvency and Regulatory Manager Responsibilities include:
Insolvency casework
- Manage to resolution a portfolio of insolvency casework and where appropriate find pragmatic solutions to problems. This includes:
- Assessing and approving new insolvency licence applications within the scope of the authority delegated by the Insolvency Licensing Committee (ILC)
- Reporting licence-holders to the ILC following an adverse monitoring visit and managing the timely conclusion of any follow-up action determined by the ILC
- Managing applications for the block transfer of a licence-holder's portfolio
- Assist in compiling the quarterly and annual data returns to the Insolvency Service
- Other ad-hoc monitoring and reporting as required
- Line manager of 1.5 FTE staff whose work includes licence applications, cessations and renewals, monthly cover schedule submissions and other general insolvency queries
- Ensure your team members are motivated and familiar with ICAEW policies and procedures
- Manage the caseload of your team members, ensuring the correct policies and procedures are followed
- Answer enquiries in a timely manner and provide information to insolvency practitioners, firms, members and ICAEW colleagues within area of technical knowledge.
- Develop, implement and maintain effective systems and procedures to support insolvency casework, ensuring departmental Key Performance Indicators are achieved, and providing regular updates and feedback on your casework and your team's casework to the PSD leadership team.
- Prepare work for consideration by the ILC and assist the Committee Secretary to support and monitor the work of the ILC to ensure effective discharge of its responsibilities.
Regulatory Policy
- Assist the Director, Regulatory Policy on regulatory policy issues and changes related to insolvency.
- Respond to policy questions and other insolvency queries raised by PSD staff, regulatory committees, oversight regulators and other professional bodies (eg, the IPA, R3, ICAS etc)
- Represent ICAEW's PSD at regulatory meetings as required. This will include:
- Insolvency Service Regulatory Forum
- IVA Standing Committee
- Joint Insolvency Committee
- ICAEW Insolvency Committee
- Be part of the relationship and liaise with the Insolvency Service in relation to regulatory, policy and operational issues.
- Project managing or providing input into response to consultations issued by oversight regulators, government departments etc. This may include:
- Insolvency Service consultation on personal insolvency
- HMT consultation on statutory debt repayment plans
- Changes to the regulatory framework for insolvency
- Lead or manage projects to review and update ICAEW Professional Standards regulations as they relate to insolvency.
- Specific duties will vary from time to time in line with the business needs.
Senior Insolvency and Regulatory Manager Candidate Profile
Requirements include:
- Significant experience and knowledge of work conducted by ICAEW insolvency practitioners and firms (ideally JIEB qualified or equivalent).
- A detailed understanding of all relevant UK insolvency legislation
- Knowledge of the ICAEW's Byelaws, Regulations and Code of Ethics.
- Able to analyse, understand and interpret complex information to make informed decisions based on the presented facts.
- Excellent oral and written communication skills.
- Strong attention to detail and a capability to think innovatively.
- Able to work independently as well as collaboratively within a team environment
