A regional healthcare provider is seeking a Senior HR Business Partner to lead HR aspects of change management in Preston. This vacancy is only open to applicants currently employed within one of the North West ICB systems.
Reporting to the Associate Director of People Services and working collaboratively with the People Services team this role will be leading the people aspects of the change management processes as the ICB undertakes a programme of significant service redesign to meet the requirements of the 2025 ICB reforms and model ICB Blueprint.
This is an opportunity to support the workforce aspects of the change management across a wide range of highly complex and highly sensitive employment matters where there may not be an existing precedent.

The post holder will work autonomously and collaboratively with the People Services team to:
Develop, implement and monitor workforce change programmes and HR policies/procedures to enable the organisation and wider system to achieve its strategic objectives.
Advise and support managers and staff, providing a specialist interpretation of national terms and conditions of service, local policies and procedures and National workforce initiatives.
Ensure that practice which is not in line with sound HR principles is challenged and work with line managers to identify and implement alternatives.
Provide expert advice and support across a wide range of highly complex and highly sensitive employment matters where there may not be an existing precedent. This will require the post holder to seek and interpret formal legal employment advice/national guidance in relation to organisational change including redundancy processes.
Lancashire & South Cumbria ICB is a fully-authorised ICB responsible for the full range of ICB statutory duties and powers. The ICB aim is to improve the health of the people of Lancashire & South Cumbria and reduce health inequalities through strong, clinically-led commissioning of high quality healthcare services.
Our hours of work are Monday -Friday, 37.5 hours a week on a hybrid arrangement, typically working at ICB Headquarters (County Hall, Preston) with the People Services team one day a week.
Collaborate with the People Services team to deliver planned and unplanned projects, including large-scale management of change and organisational transformation initiatives.
Provide routine and non-routine HR support, using judgement skills and escalating matters when necessary.
Develop and implement best practice HR/People strategy, policy, and practice.
Provide specialist advice on all aspects of Human Resources and the NHS workforce agenda.
Build strong relationships with internal and external stakeholders, promoting collaborative partnership working and innovation in HR and People services.
