Job summary

Elmbridge Borough Council is seeking a Senior Housing Standards Officer to improve housing conditions and raise standards across the borough's private rented sector. You will investigate complaints, undertake inspections using HHSRS, and determine interventions from guidance through to enforcement, reporting to the Housing Standards Manager.

You will lead complex cases, prepare legal documents, and represent the Council in court when required, working with residents, landlords, agents and fire

Qualifications

• Hold a professional Environmental Health qualification.
• Substantial experience in private sector housing enforcement and housing standards work.
• Strong knowledge of housing legislation, HHSRS and enforcement processes.
• Confident leading complex investigations and preparing cases for legal proceedings.

Responsibilities

• Investigate complaints relating to poor housing conditions and carry out inspections using HHSRS.
• Determine interventions from advice to formal enforcement actions.
• Lead on complex housing cases and prepare legal documentation.
• Represent the Council in court and tribunal proceedings when required.
