Job summary

Adecco is recruiting on behalf of the London Borough of Croydon for a Senior Residential Licensing Officer. The role is hybrid, with 3 days in the office and 2 days remote, involving travel around the borough and a daily PAYE rate of £335.

The post requires robust experience in housing licensing and leadership to oversee Selective, Additional HMO and Mandatory HMO schemes, ensuring compliance with housing regulations and standards.

Qualifications

• Significant experience in residential property licensing, private housing or housing regulation.
• Strong working knowledge of the Housing Act 2004 and licensing legislation.
• Experience with Selective Licensing, Additional HMO Licensing and/or Mandatory HMO Licensing.
• Experience reviewing complex licensing cases and supporting regulatory decisions.
• Experience conducting property inspections or compliance activity.
• Ability to mentor or supervise colleagues.
• Excellent stakeholder management and communication skills.

Responsibilities

• Provide senior technical advice and oversight across Selective, Additional HMO and Mandatory HMO Licensing.
• Review and manage complex or escalated licensing cases.
• Support statutory decision-making processes and licence determinations.
• Provide guidance and support to licensing officers and other members of the licensing team.
• Undertake quality assurance of licensing decisions, documentation and case records.
• Identify cases requiring further investigation, inspection, compliance intervention or enforcement referral.
• Coordinate and schedule property inspections and compliance activity with delivery partners and enforcement teams.
• Monitor inspection outcomes and ensure appropriate follow-up actions are completed.
• Liaise with landlords, managing agents and other stakeholders on complex licensing matters.
• Support landlord engagement activities, including forums, guidance sessions and promotional initiatives.
• Contribute to the development and improvement of licensing procedures, guidance and operational processes.
• Monitor workloads, case progression and emerging operational risks.
• Work closely with contract management colleagues to identify and address quality, performance or compliance issues.
• Support the continuous improvement of the licensing service.
