Job description

Our Major Projects and Development Management team are responsible for delivering highways projects from early concepts and planning stages through to construction works and handing over assets for future maintenance. We make sure projects and services are delivered within budget and on time.

We represent the Highway Authority's interests in the planning stages, negotiate mitigation measures and contributions for new developments. We ensure third parties follow the statutory processes around planning consent, technical approval, and the council's governance.

We have some really significant projects to work on in the coming years, such as:

• Tariff Schemes Programme, to improve junctions around the network.
• Using AI and other technology to become even more efficient.
• Major road and cycling network projects.

Main Responsibility

• Help to facilitate new developments and economic growth while minimising risks to highway users’ safety, maintaining the efficient and sustainable operation of the road network, and ensuring that new developments are accessible, socially inclusive, and of high quality.
• Attend Development Control Committees to defend the Council’s position on a particular planning application, the Highway and Planning Authorities.
• Reviewing third-party planning applications, drawings, and technical reports in accordance with the latest planning guidance as well as MKCC supplementary planning documents.
• Negotiate highway contributions with third parties to minimise the impact of new developments.
• Assist in the implementation of multiple projects and programmes of highway construction work within the timeframe, budgetary constraints, any contract conditions and corporate governance.
• Ensure compliance with planning obligations for highway works.
• Provide accurate advice to public officials and the general public on highways.
• Identify site technical problems and prepare, evaluate, and recommend options and costs together with relevant drawings and/or documentation to the senior engineer.
• Prepare and present project information, briefs, and reports, both technical and non-technical, to a range of audiences.
• Assist in the implementation of good health and safety practices in line with legislation, with an in-depth practical knowledge of construction, design, and management regulations.
• Assist the Highway Authority with consultations with the Local Planning Authority for proposed developments.
• Ensure that a consistently high standard of quality control and supervision is maintained for each contract through site reviews with regard to construction and health and safety legislation.

The Ideal Candidate

• Work Chartered/Incorporated Engineer. Degree or HND/HNC in Civil Engineering or related discipline.
• Demonstrable experience in construction contract management and procurement (NEC3 or 4 preferred).
• Demonstrable knowledge of planning legislation and obligations for highway works.
• Demonstrable Knowledge of highway legislation, design procedures, standards, and health and safety legislation.
• Knowledge of legal agreements to allow developers infrastructure works to be adopted as public highways.
• For this role, the candidate is required to have a full UK driving licence, along with access to a vehicle.
• Evidence of the driving licence and vehicle insurance with business insurance will be required from the candidate should they be offered this position. Without this documentation the candidate will not be appointable.
