Job summary

Brecon Beacons National Park Authority is seeking a Senior Heritage Officer to deliver day-to-day heritage and building conservation services within the Development Management framework. You will provide expert advice on listed buildings, conservation areas and related planning matters, and support enforcement with evidence and case preparation.

You will also prepare reports for committees, guide applicants and the public on conservation approaches, contribute to conservation area appraisals,

Qualifications

• A degree in a subject relevant to Building Conservation.
• Membership of, or working towards, Membership of a relevant professional body such as the Institute of Historic Building Conservation.
• Relevant experience in a building conservation environment related to Listed Buildings and Conservation Areas.
• Knowledge of traditional building architecture, conservation philosophy, techniques, materials and retrofit.
• Commitment to the principles and aims of building conservation.
• Experience providing building conservation advice in a planning environment.
• Good working knowledge of Listed Building and Conservation Area legislation, policy, and guidance (especially Wales).
• Effective and efficient communication and negotiation skills with the public and Members.
• Ability to work independently and as part of a team; ability to mentor colleagues on heritage issues.
• Clear written correspondence and reports; good telephone manner to handle sensitive situations.

Responsibilities

• Provide building conservation advice and recommendations on listed building consent and related planning applications.
• Offer heritage and building conservation advice on pre-application planning enquiries.
• Support the Enforcement Team with conservation matters and evidence for enforcement cases.
• Prepare and present reports to Committees on planning/Listed Building Consent and heritage issues.
• Advise applicants, agents and the public on appropriate conservation approaches.
• Contribute to Appeal Statements and represent the Authority at hearings and inquiries.
• Monitor listed buildings at risk and develop a prioritised action plan.
• Prepare and review Conservation Area Appraisals and Management Plans.
• Support design guidance and partnership projects for heritage conservation.
• Update databases on listed buildings and heritage assets; advise on Local Development Plan and related documents.
• Provide training on heritage matters to staff and stakeholders.
