Job summary

5 Star Recruitment is seeking a Democratic Services Manager to lead and develop the Democratic Services team, providing expert governance advice and ensuring committee servicing aligns with statutory provisions.

You will drive the annual governance cycle, maintain the constitution, support elections duties, and engage with councillors and the public while guiding staff and overseeing budgets.

Qualifications

• Proven leadership of a democratic services team and ability to advise on governance.
• Knowledge of local authority constitutional provisions and decision-making processes.
• Experience in committee servicing and annual governance cycles.
• Ability to work evenings on a rota basis and attend meetings as required.

Responsibilities

• Provide leadership for governance and committee functions.
• Ensure meetings are serviced in line with constitutional and statutory provisions.
• Offer expert advice on constitutional matters and decision making.
• Lead preparations for annual governance cycle and member induction.
• Draft briefing papers, reports and policies for councillors.
• Build relationships with councillors, officers, and partner organisations.
