Detailed job description and main responsibilities

DUTIES AND RESPONSIBILITIES

1. Communication and Relationship Skills

Work with the Senior Fire Officer, Specialist Consultants and all staff at the Trust to ensure compliance of the FireCode (HTM 05-02) and associated fire legislation.

Work with all staff across the Trust to ensure that all training is up to date and recorded and reported.

Work with senior colleagues of Estates and Facilities to ensure communication on all aspects of operational and tactically delivery of fire safety management policies and procedures is adhered to.

Prepare written reports for the relevant governance meetings on behalf of the Senior Fire Officer, Head of Technical Estates - Hard FM and Head of Estates and Facilities as required.

2. Knowledge, Training and Experience

Take responsibility for the management of Fire Risk Assessments and the process of recording on behalf of the Senior Fire Officer, Head of Technical Estates - Hard FM and the Head of Estates and Facilities.

Undertake and record the necessary training to demonstrate compliance with FireCode and other relevant Trust policies and procedures. The training covers Fire Evacuation Simulation; Fire Response Team Training and Fire Safe Training. Fire Warden safety training to support the Fire Management strategy will be undertaken. This will be delivered face to face and through e-learning as appropriate.

Establish and maintain procedures for dealing with outbreaks of fire in all areas of the Trust. All such procedures will be kept up to date such as the emergency plan, evaluation plan and the fire detection and alarm management protocols.

Monitor the programme of work outstanding for compliance (agreed with Fire Authority) to enable the Firecode certificate to be approved. Working to the Building Regulations of 2010.

Support the Fire Compartmentation Review identifying any gaps and update accordingly.

Support the site wide 6 Facet Survey to ensure that the condition survey reviews the compartment walls, reviewing 20% of the site each year until completion and then repeat. Ensure all plans for improvement are implemented linking to the backlog maintenance programme.

3. Planning and Organisational Skills

Organise and attend fire evacuation drills.

Review risks on the risk register and ensure that it reflects the current position, collaborating closely with colleagues to ensure that the risks are monitored and acted upon in accordance with their priority.

Investigate the causes of fire alarm/outbreak and complete fire reports for the appropriate committees and Trust compliance meetings. Maintain records of all fire calls and false alarm.

Organise the fire certificates to demonstrate compliance with the premises of the Trust.

Carry out Fire Safety Audits and produce periodic reports to management on the current state of fire precautions.

Liaise with the nominated fire officer to ensure that Fire Evacuation Drill Training for the Fire Wardens is undertaken.

4. Patient/Client Care

Ensure that a programme of regular fire drills is implemented across the Trust and that the appropriate records are maintained.

There will be incidental contact with patients during day-to-day activity where all necessary mitigation measures are taken to avoid disruption.

5. Financial and Physical Resources

Support the Senior Fire Safety Officer by contributing to the development, review and updating of policies and procedures and implementing controlled processes to related areas of work, including procurement and budgetary control. Directly supporting Estates and Facilities on the divisional policies and procedure development.

6. Responsibility for Human Resources

Support the senior colleagues in Estates and Facilities and colleagues across the Trust on matters relating to Fire Safety.

7. Data Management

Ensure that all relevant fire safety management data is recorded, stored and communicated in an appropriate manner and in line with all Trust policies and procedures.

Ensure that all risk assessments are monitored and any outstanding actions addressed and outcomes reviewed and recorded.

Manage the fire incident records and reporting.

Manage the number of fire call and false alarms in line with management's requirements.

8. Information Resources

Provide timely and accurate information as required on all aspects of fire safety management and its compliance with current legislation.

9. Responsibility for Research and Development

Advise the Senior Fire Officer of fire safety matters, interpretation and application of legislation, FireCode and other official guidance in fire safety matters.

10. Working Conditions

Meetings, discussions, audits, surveys and site visits will take place in patient, visitor areas, under crofts, on roofs and outside.

Ensure that patient environment services comply with the requirements under the Health and Safety Regulations ensuring risks are minimized.

Take reasonable care for the Health and Safety of yourself and other persons who may be affected by acts and omissions at work and ensure that statutory and departmental safety regulations are adhered to including following the no smoking policy at the trust.

Ensure controls are in accordance with the Trust's Equal Opportunities policy.

Undertake any other duties or responsibilities as agreed with the Head of Estates and Facilities and Head of Technical Estates - Hard FM.

Essential criteria

  • Recognised Fire Safety qualification or equivalent experience working in fire safety management.

Desirable criteria

  • Fire Safety Accreditation.

Experience

Essential criteria

  • The ability to train on fire related matters, such as fire safety training.
  • The ability to undertake, monitor and action fire risk assessments in a healthcare setting.
  • Understand the Health Technical Memorandum (HTM) - 05-02 FireCode within a healthcare premises.

Desirable criteria

  • Experience of working in a complex healthcare setting.

Skills

Essential criteria

  • Communicate effectively with all internal and external stakeholders.
  • Presentation skills and the effective communication of technical language.
  • The ability to liaise and relate to all levels of staff within the Trust.
  • Investigative and analytical skills.

Knowledge

Essential criteria

  • Knowledge of all fire safety legislation, policies and procedures and how they apply to a healthcare setting.

  • A clear understanding of the importance of creating a safe and secure environment within the NHS for patients and staff.
