Job summary

Reed is recruiting a Senior Finance Analyst for the Income & Debt Improvement Programme in Wembley, London. This hybrid role supports income collection, debt reduction, and improved financial performance across services for a local authority client.

You'll analyse large datasets, identify trends, and provide actionable recommendations to drive performance. The role requires strong Excel, MI reporting, and stakeholder engagement within a public-sector context.

Qualifications

  • Significant experience in a Finance Analyst or related role.
  • Strong analytical and problem-solving abilities with large datasets.
  • Excellent communication and stakeholder management skills.

Responsibilities

  • Analyse large and complex datasets relating to income collection, debt recovery and customer payment behaviour.
  • Review debt portfolios and recovery activity to identify trends, risks and opportunities for improvement.
  • Produce high-quality management information, reports and dashboards for senior stakeholders.
  • Develop insight-led recommendations that support improved collection rates and debt reduction strategies.
  • Support targeted interventions across: Council Tax, Adult Social Care Debt, Housing Benefit Overpayments, Sundry Debt.
  • Monitor performance against key income and debt recovery indicators.
  • Work collaboratively with operational teams and senior managers to implement improvements and drive measurable outcomes.
  • Present complex financial information in a clear and meaningful way to both finance and non-finance stakeholders.

Senior Finance Analyst - Income & Debt Improvement Programme

Wembley, London

Hybrid Working: 3 Days Office-Based / 2 Days Remote

£35.36 per hour PAYE (£46.56 per hour Umbrella)

An exciting opportunity has arisen for an experienced Senior Finance Analyst to join our local authority client and play a key role in delivering the Council's ambitious Income and Debt Improvement Programme.

This position offers the chance to make a tangible impact on one of the Council's key financial priorities by supporting income collection, reducing outstanding debt, and driving improved financial performance across a range of critical services.

Working within a fast-paced local government environment, you will analyse complex financial and operational data, identify trends and performance gaps, and provide actionable recommendations that support strategic decision‑making and service improvement.

Key Responsibilities
  • Analyse large and complex datasets relating to income collection, debt recovery and customer payment behaviour.
  • Review debt portfolios and recovery activity to identify trends, risks and opportunities for improvement.
  • Produce high‑quality management information, reports and dashboards for senior stakeholders.

Essential Requirements
  • Significant experience in a Finance Analyst, Senior Analyst, Revenue Analyst or Financial Performance role.
  • Strong analytical and problem‑solving abilities with experience handling large datasets.
  • Advanced Excel skills and strong financial analysis capability.
  • Experience producing management information, performance reporting and business insights.
  • Excellent communication and stakeholder management skills.
  • Ability to translate complex data into practical recommendations and business improvements.
  • Experience working within a Local Authority, Public Sector or Housing environment.
Highly Desirable

Experience using local government systems including:

  • NEC
  • Mosaic
  • Abacus
  • Oracle Financials

Candidates with experience analysing debt recovery performance, income collection processes or financial improvement programmes within a local authority setting will be particularly well suited to this role.
