Job summary

South Gloucestershire Council is seeking a transport planning professional to assess and advise on the transportation aspects of planning applications, shaping the region for future generations.

You will work with developers and partners, applying policy and negotiating mitigations, and may present evidence at appeals and to committees. The role is hybrid, based at Badminton Road, Yate with some home-working, and interviews will be held on 14 September 2026.

Qualifications

  • Relevant professional or degree qualification in transport planning or highway engineering.
  • Experience in UK planning and development control from a transport/highways perspective.
  • Ability to interpret complex data and provide informed solutions.

Responsibilities

  • Liaise with developers, partners and stakeholders on transport-related delivery of solutions.
  • Review and apply policies, considering impacts and negotiate developer-funded mitigations per CIL guidance.
  • Present transportation evidence at planning appeals, public inquiries, and to council committees.

How you'll make a difference

The Transport Development Control Team are primarily responsible for providing transport planning and highways advice on planning applications on behalf of the Local Highway Authority and includes all development size and types from pre-application advice through to the planning decision.

You will make a difference by technically assessing and advising on the transportation aspects of planning applications across South Gloucestershire, you will help shape the region for future generations.

What you will be doing
  • Regularly, you will offer specialist transportation and highways advice for planning applications, considering the safety of all road and highway users, travel sustainability, accessibility, technical guidance and adherence with local and national policies.
  • Working with developers, partners and stakeholders across the authority, you will liaise regarding any development related delivery of transport solutions.
  • You will review and apply the appropriate policy, considering development impacts and negotiate developer funded mitigations compliant with Community Infrastructure Levy guidance.
  • As required, you will present transportation evidence at planning appeals and public enquires as well as to council members and answer any related questions at planning and other committees.
  • It will be your responsibility to produce information reports and analyse complex data for customers, so they receive accurate and up to date data and reports.
  • You will monitor performance and review potential changes to systems to ensure services are delivered successfully.
What we need from you
  • You will hold either a relevant professional or equivalent degree level qualification (BSc, BEng or BA or equivalent) in a relevant subject such as transport planning or highway engineering.
  • It is essential that you have relevant experience in UK planning and development control from a transport or highways perspective and you demonstrate a good understanding of highway and transport infrastructure and the factors that influence its design and operation.
  • We require you to have extensive knowledge and experience of contributing to developing processes and procedures for transportation projects.
  • You will have good IT skills and be able to understand and interpret complex data, providing solutions and recommendations to achieve appropriate outcomes with good analytical, numeracy and reasoning skills.
  • Given the elements of this role, you must be able to work effectively in isolation and be able to cope with competing demands through good time management and flexibility.
  • You may be able to assist in the management and development of the team.
What you need to know
  • This role is hybrid, with a mixture of working at our office in Badminton Road, Yate and working from home.

Interviews will be held on 14th September 2026.
