Salary: £41,771 to £47,181 per annum
Contract: Permanent, full-time
Hours: 37 hours per week
Location: This is a hybrid role with a minimum of 1 day per week in the office (Scunthorpe)

This is an exciting opportunity for an enthusiastic individual to join our small but dynamic Democratic Services Team in supporting the Council’s constitutional and decision-making processes.

This post is based at the centre of the Council in the Governance and Partnerships division which has key responsibility for managing the Council’s resources, as well as ensuring that democratic decisions are well informed and legally sound.

With colleagues in the team, you will provide support to the Council’s overview and scrutiny function, providing advice and guidance to both internal and external colleagues, undertaking associated research and preparing reports. You will also be involved in providing governance support to a wide range of Committees, Boards and Panels and the Council’s Executive, as well as working closely with Councillors and Senior Officers, and undertaking the administration for associated governance related processes, including preparing agendas and taking minutes.

You will play a key role in progressing initiatives to strengthen opportunities for democratic engagement, add value to decision making through policy development and improvement through the overview and scrutiny function, provide a co-ordinating role in respect of scrutiny work programmes, and increase member capacity through education and skills development.

You will have excellent written and oral communications skills, strong interpersonal skills and be conscious of the issues involved working in a sensitive political environment. You will have a diplomatic and tactful approach towards problem solving and should enjoy working as a team player to deliver excellent customer service.

With the ability to use initiative and experience of using IT systems you will also help us further develop our digital agenda, particularly in relation to the modernisation and digitalisation of governance processes. Experience of Modern.Gov will be beneficial.

Hybrid working – Our offices are a space where colleagues come together and collaborate. The position will be offered on a hybrid basis, with the minimum requirement that the successful applicant attends one day per week in the office (Wednesday).

Flexible Hours Scheme – The position allows the successful applicant to work flexibly, so long as the variation in hours meets the needs of the service (to be agreed by line management). Under the scheme employees can accrue a defined amount of credit or debit of working hours, and to take time-off in the form of Flexi-Leave or banked Annual Leave.

Training on the job – Support with upskilling skills through on-the-job training and qualifications.

Professional Membership Fees – The successful applicant will become a member of the Association of Democratic Services Officers, at no cost to the employee.
