The Senior Delivery Manager would work in the Private Rented Sector division which is in the final stages of delivering the Renter’s Rights Bill, a major piece of legislation that will change the rights and responsibilities of landlords and tenants in the private rented sector. Within the Private Rented Sector division, you’ll be in the ombudsman team, where we are beginning to define, develop and build a redress service that will allow tenants to resolve disputes without going to costly and lengthy local government or court processes.

The team is just beginning but we have approved resources to grow over the next year as the pace of our work increases and we get closer to putting the service live. We are seeking a Senior Delivery Manager to join the team and work alongside our Senior Product Manager. Together you will manage an external provider during the Alpha phase of the digital process and beyond.

Job Description

As the Senior Delivery Manager, you’ll:

  • contribute to and create an open and collaborative environment to work in, be flexible, adaptable and have a willingness to learn. Work in a collaborative team setting the priorities and developing the programme roadmap
  • coach agile programme and project planning; always ensuring that the project and sprint plans are feasible and in line with programme priorities
  • ensure the team is properly staffed to deliver the workload demanded of it by ensuring that sprint plans and portfolio commitments are proportionate to our resource, and support bids for further resource and recruitment where necessary
  • coordinate team reporting on impact and outcomes, helping us to design projects that produce this information automatically, minimising our reporting burden
  • ensure working practices are iterated to achieve effective delivery
  • have responsibility for the translation and measurement of value (what you put in and what you will get out) and how this relates to project objectives and the user needs
  • advocate and communicate what a team does to create trust and authenticity; you will solve issues and unblock problems
  • drive the team and set the pace, ensuring the team is working towards delivery commitments; responsible for communicating the plan, planning assumptions and progress to a range of stakeholders
  • build strong delivery capability through understanding the team style and how colleagues work together

Person specification

As The Senior Delivery Manager, You’ll Have

  • experience of digital product delivery and a proven track record of success in Agile environments
  • the ability to maintain, influence and motivate a team;demonstrating experience in identifying problems or issues within a team and rectifying them.
  • experience of delivering a product that requires management of a range of stakeholders
  • expertise in communicating effectively across organisational, technical and political boundaries
  • deep knowledge of, and can advocate for, Agile and Lean tools and techniques
  • the skill to proactively manage, track and address risks, dependencies and outcomes
  • the ability to take responsibility for continually improving delivery capability, possibly by reviewing project methodologies
  • experience of the continuous approach to planning, forecasting, estimating, managing uncertainty, metrics and measurements, contingency planning and road mapping

MHCLG want to bring in a diverse workforce at all levels.

Grade 7 salary

  • The salary for this role is £59,946 - £70,011 (London) or £54,531 - £64,641 (National).
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.

Fixed Term Details
