Job description

Royal Greenwich is a vibrant borough, with a rich history and diverse community. We’re mission-led around our Corporate Plan Our Greenwich to make Greenwich a happier, healthier and more connected borough.

We are investing heavily in our digital and design functions to enable the Council’s mission. Our ambition and plan has been outlined in our first digital strategy. You can find out more about what we do by reading our Digital Blog.

Our Delivery Management Community plays a vital role in making change happen. We have been maturing and evolving our Delivery Management practices over the last 4 years to better meet the needs of local government. You can get a feel of what is like being a Delivery Manager in our organisation from this blogpost written by Beth, our Lead Delivery Manager.

It’s an exciting time to join our Digital Team and Delivery Management Community. There's plenty of opportunity for you to make public services more joint-up, equitable and useful for our local community and help us organise ourselves as effective as possible.

The Role

What You’ll Do

As part of our Digital and Customer Services team, you’ll be embedded in a service environment, working directly with service leadership and leading a multidisciplinary change team using a range of human-centred, agile, change approaches to improve public services and digital products.

As a Senior Delivery Manager, you’ll be leading on the most complex change projects and programmes across the organisation. You’ll be accountable for stuff getting done and ultimately for making change happen.

You will create the conditions for change including clarity of purpose, direction and forward plan, trust with key stakeholders, permission to advise and change, and a sense of hope and unity to bring everyone along the change journey.

You’ll matrix-manage a multidisciplinary team and support its maturity to ensure it is high functioning. You will motivate and support individuals in the team to ensure there is psychological safety, clear expectations, and the right blend and level of skills to operate successfully. You will help the team identify risks and remove blockers.

You’ll use your experience to create a reflective, inclusive and fast learning culture; choose the appropriate delivery methods to respond to the challenges and changing context; and lead the collaborative, dynamic delivery process.

You’ll use a variety of tools and techniques to scope change work, stand-up project teams with the right skills blend, and ensure delivery of the intended outcomes.

You’ll oversee the process of setting outcomes, and gathering and analysing qualitative and quantitative data to measure outcome delivery and inform the direction of the work.

You’ll take a key role in the delivery, product, and change communities across the council, setting standards and role modelling working in the open, team-led governance, continuous learning and iteration based on feedback.

You’ll line manage, mentor and coach more junior members of the team.

Who You Are

  • We are looking for people who understand the public sector and are experienced professionals in making complex change happen. You don’t necessarily have to have worked as a delivery manager before.
  • You have real life examples of leading the delivery of complex change projects, programmes and digital products, breaking down barriers for teams and planning; proactively managing dependencies; overcoming obstacles and getting the best value against constraints.
  • You are relational and dynamic and can build strong relationships with external partners and internal stakeholders.
  • You are a good listener and communicator with strong emotional intelligence.
  • You are able to communicate complex work in a clear and compelling way to connect, inform and activate change in your audience.
  • You can navigate power dynamics and build strong relationships with people. You are able to influence both people’s ways of working and how they see their work.
  • You are a pragmatist who listens to and values the opinions of others. You’ll work well with people from different disciplines in your team and colleagues from across the council, to create the conditions for the best decisions to be made.
  • You are curious about technology and people, and not afraid to try new things.
  • You are passionate about developing your skills and coaching, mentoring, and managing others to do their best work.

We are looking for people who share our values and principles:

  • Committed to improving Residents’ lives and opportunities
