(On Application please provide a cover letter detailing where you meet the essential criteria)The Senior Data Scientist will assist the Performance Department within NIAS in all manner of deep-dive investigations and strategic analytics, from scoping analytical projects and applying optimal data science techniques, to effectively communicating insights into the so what for emergency and urgent care in Northern Ireland.The position will support the Trust’s Head of Performance in shaping the Trust’s Strategic development and long-term plans, to plan to deliver services fit for the future in the pre-Hospital setting across Northern Ireland. The role will also support the organisation in implementing the Trust’s strategy by providing data science expertise to develop and evaluate innovation and transformation projects.

Responsibilities
  • Produce modelled and statistical results for management making recommendations on the trends and comparing data on measures that have impact across the organisation.
  • Produce accurate and reliable short term operational demand and performance forecasts by collating and analysing complex information from a number of different areas of the service.
  • Lead projects and be responsible for the delivery of models that produce longer term strategic demand, workforce, efficiency and performance forecasts.
  • Continuously improve the methodologies used for predicting such forecast profiles and evaluate their accuracy and reliability over time, as well as suitability for future demand.
  • Utilise simulation and machine learning techniques to provide better understanding of service elements.
  • Be responsible for ensuring the organisation is provided with intelligence and tools to implement the Trust’s Strategy.
  • Triangulate quantitative research findings with qualitative evidence to answer strategic analytical questions.
  • Be responsible for horizon scanning of trends and operational changes, and formulating short and long term strategies to optimise impact.
  • Lead on the designing, developing and implementation of new automated processes and tools for data analysis and visualisation, modelling, and reporting, ensuring the objectives and requirements of multi-disciplinary stakeholders are met.
  • Be responsible for the design, development and implementation of new software or products to support forecasting and predictive analytics.
  • Identify new opportunities and uses for data internally.

Skills and Qualifications

  • Educated to a Degree level or equivalent experience in a Senior Analytical or Data Scientist Role.
  • Proficiency in SQL, Python and/or R programming languages.
  • Extensive experience of producing, analysing and interpreting data information in a work environment, with significant evidence of the underlying theory of around data exploration, statistical inference, predictive analytics and making.
  • Positive attitude towards learning and development demonstrated by a record of CPD.
  • Extensive experience of working with complex, conflicting, sensitive and contentious information.
  • Practical experience with machine learning techniques, visualisation best practice, simulation, optimisation and advanced multivariate statistics.
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
  • This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.
  • Excellent numerical and statistical skills.
  • Confidence in adapting to new software and programming languages.Accurate with attention to detail.
  • Ability to concentrate intensely when carrying out detailed analysis over sustained periods..Excellent written and oral communication skills.
  • Excellent interpersonal skills, including ability to negotiate and persuade.

  • Manage / organise own workload and plan work according to changing priorities and deadlines.

  • Ability to analyse complex and sometimes conflicting data sets, with a logical approach.
  • Capability to extract sensitive information from databases/datasets to help understand a process or solve a problem and make informed recommendations based on detailed data insight.
  • Communicate sensitive information to senior and Executive managers, and use tact and diplomacy to influence decision making.
  • Knowledge to scope, develop and tailor decision support tools to meet users specification and requirements.
