Job summary

Durham County Council is seeking a Senior Data and Insights Officer to lead its enterprise GIS environment. You will guide geospatial solutions across services, helping colleagues make informed, evidence-based decisions.

You will develop and deliver GIS solutions using ESRI platforms, support databases, and mentor team members while driving continuous improvement and innovation.

Qualifications

  • Degree or equivalent qualification in a relevant subject area, or substantial experience.
  • Experience delivering enterprise GIS solutions across desktop, web and server.
  • Experience with ESRI technologies in an enterprise environment.

WHAT IS INVOLVED?

As a Senior Data and Insights Officer, you will provide specialist technical expertise, leadership and support for the Council's enterprise GIS environment. Working across a diverse range of services, you will help develop and deliver geospatial solutions that enable colleagues to make informed, evidence-based decisions.

  • Assist in the management, development and continuous improvement of the Council's Corporate GIS.
  • Lead the analysis, design, development, testing and implementation of GIS applications, systems and services.
  • Develop solutions using the ESRI platform, including ArcGIS Enterprise, ArcGIS Server, ArcGIS Pro and ArcGIS Online.
  • Design and support web mapping applications using tools such as ArcGIS Experience Builder and Instant Apps.
  • Manage and maintain corporate spatial datasets, GIS services and geodatabases.
  • Support the administration, monitoring and optimisation of GIS servers, databases and web services.
  • Work with customers and stakeholders to understand requirements and translate them into practical GIS and business intelligence solutions.
  • Lead and contribute to GIS projects, service improvements and transformation initiatives.
  • Provide technical leadership, mentoring and support to colleagues.

WHAT WILL I NEED?

We are looking for an enthusiastic, customer-focused GIS professional with substantial experience delivering enterprise GIS solutions.

You will have experience of:

  • Working with ESRI technologies in an enterprise environment, including ArcGIS Enterprise/Server, ArcGIS Pro and ArcGIS Online.
  • Developing and supporting GIS solutions across desktop, web and server environments.
  • GIS systems administration, configuration and support.
  • Spatial database and geodatabase design, administration and maintenance.
  • Delivering technical solutions to complex GIS or ICT challenges.
  • Managing projects and working collaboratively with customers and stakeholders.
  • Communicating complex technical information to both technical and non-technical audiences.

Knowledge of SQL, cloud technologies, ETL processes, data integration, AI and emerging technologies would be advantageous.

You will be a proactive and innovative problem solver with a passion for using geospatial technology to deliver business value. You will be comfortable working independently, leading projects and collaborating with colleagues across the organisation to drive continuous improvement and innovation.

A degree or equivalent qualification in a relevant subject area, or substantial experience appropriate to the role, is essential. Relevant GIS or ICT professional qualifications are desirable.
