Job summary

Frontier Resourcing is seeking an experienced Senior Cost Controller / Senior Cost Engineer to join a growing programme delivery team around West Kilbride or Chester. The role focuses on cost control and performance management across complex infrastructure programmes, working with project delivery teams and controls specialists.

Hybrid working of 3 days client site. You will travel to project sites as required and contribute to cost reporting, forecasting and governance across multiple projects.

Qualifications

• Experience in cost control within project or programme environments.
• Strong cost forecasting and cost performance reporting.
• Experience supporting cost control assurance activities.
• Detailed knowledge of Earned Value Management (EVM), progress reporting and performance analysis.
• Advanced capability using Microsoft Excel and other Office tools.
• Ability to work collaboratively with multi-disciplinary project teams.
• Willingness to travel to project sites across the region as required.

Responsibilities

• Implement and maintain cost control processes, systems and procedures to monitor project budgets, commitments, expenditure and forecasts.
• Develop CBS aligned with project WBS and ensure budgets are time-phased.
• Produce cost and performance reports to support project governance and programme oversight.
• Lead the production of cost accruals and ensure ACWP accuracy in reporting systems.
• Collaborate with project managers, commercial and finance teams to align cost information.
• Support cost control tool development and provide guidance to junior members.

Frontier Resourcing is supporting the delivery of a number of high-profile Energy and infrastructure programmes and is seeking an experienced Senior Cost Controller / Senior Cost Engineer to join a growing programme delivery team based around West Kilbride or Chester.

This role will support the delivery of cost control and performance management activities across complex infrastructure programmes, working closely with project delivery teams and wider project controls specialists.

Hybrid working of 3 days client site.

Key Responsibilities

Cost Control and Budget Management

• Implement and maintain cost control processes, systems and procedures to monitor project budgets, commitments, expenditure and forecasts
  
• Tailor cost control approaches to meet programme requirements while aligning with industry best practice
  
• Promote the value and importance of cost control across project and programme teams
  

Cost Structure and Budget Alignment

• Develop Cost Breakdown Structures (CBS) aligned with project Work Breakdown Structures (WBS)
  
• Ensure budgets are accurately time-phased and aligned with project delivery plans
  
• Map cost estimates to the appropriate work packages, planning packages and control accounts
  

Cost Reporting and Performance Analysis

• Produce regular cost and performance reports to support project governance and programme oversight
  
• Analyse Earned Value Management (EVM) data including cost and schedule performance indicators
  
• Support forecasting activities and provide insights into cost performance trends
  

Financial Tracking and Accrual Management

• Lead the production of cost accruals to ensure accurate and timely recording of project costs
  
• Ensure that Actual Cost of Work Performed (ACWP) is reflected correctly in cost reporting systems
  

Stakeholder Collaboration

• Work closely with project managers, commercial teams, finance teams and programme leadership to ensure alignment of cost and project information
  
• Provide cost data and analysis to support decision making and programme performance management
  

Process Improvement and Capability Development

• Support the development of cost reporting tools and tracking systems
  
• Provide guidance, training and mentoring to junior team members and project stakeholders on cost control processes and best practice?
  

Skills and Experience

Essential

• Demonstrable experience in Cost Control within project or programme environments
  
• Strong understanding of cost forecasting and cost performance reporting techniques
  
• Experience supporting cost control assurance activities within programme performance cycles
  
• Detailed knowledge of Earned Value Management (EVM), progress reporting and performance analysis
  
• Advanced capability using Microsoft Excel and other Microsoft Office tools
  
• Ability to work collaboratively with multi-disciplinary project teams
  
• Willingness to travel to project sites across the region as required
  

Desirable

• Experience using cost management or project controls software tools
  
• Understanding of the wider Project Controls environment, including scheduling, risk management, reporting and change control
  
• Familiarity with NEC contracts within infrastructure or construction programmes
