Job summary

North Yorkshire Council is seeking an experienced Level 3 Contract Supervisor to lead procurement, management, and delivery of a diverse portfolio of external contracts for housing services across Harrogate, Richmond, and Selby areas.

The role requires substantial contract management experience in housing or construction, with a strong focus on health and safety, value for money, and stakeholder collaboration to ensure high-quality services for tenants.

Qualifications

• Significant experience in building maintenance and construction practices.
• Knowledge of building regulations and industry standards.
• Proven procurement and contract management experience with contractor performance management.
• Strong understanding of health and safety legislation and compliance in housing/maintenance.
• Experience leading complex planned maintenance, capital investment, and compliance contracts.

Responsibilities

• Lead on procurement, management, and delivery of external contracts across housing stock.
• Oversee contractor performance to ensure safety, compliance, and quality within time and budget.
• Chair and document contract liaison meetings and actions.
• Manage delivery of planned maintenance, capital investment, and adaptations.
• Support continuous improvement and service delivery through KPIs and reporting.
