Job Opportunity: Senior Consents Manager

Balfour Beatty VINCI SYSTRA Joint venture is recruiting for a Senior Consents Manager to join the joint venture responsible for the construction and delivery of HS2’s Old Oak Common station (OOC) in North West London. The circa £1bn project will include the delivery of six underground platforms as well as up to eight platforms on the adjacent Great Western Main Line.

Reporting to the Stakeholder Director, the Senior Consents Manager will be responsible for Consents and Approvals at Old Oak Common.

The role is full-time on-site at OOC, with a small proportion of home-working time each week available.

Responsibilities:
  1. Manage a small team of Consents Managers covering Undertakings and Assurance, Planning, Highways, Rail, 3rd Parties, Land Access, Utilities, and the Environment to ensure consistent quality outcomes.
  2. Ensure team flexibility to cover absences.
  3. Conduct performance reviews and support the development of the Consents team.
  4. Provide training and support to Supply Chain personnel for their Consents responsibilities.
  5. Oversee all Consents Reporting, including the ‘Consents Register’, ‘Project Managers Update’, ‘Power BI output’, Board reporting, and Risk reporting.
  6. Maintain the forward programme of Consents, ensuring resources and team capabilities meet ongoing requirements.
  7. Manage contract notices through the Contract Administration system CEMAR, ensuring timely raising of Early Warnings and General Communications, and appropriate responses.
  8. Oversee and manage the Consents Budget and commercial performance.
  9. Work collaboratively within the Integrated Project Team (IPT) at OOC to address issues proactively.
  10. Engage with external Stakeholders to maintain good relations and facilitate early completion of Consents.
  11. Develop case studies and lessons learned to influence practice internally and externally.
Person Specification:
  • Experience in the Consents environment within engineering and construction sectors, with a professional background in relevant engineering disciplines.
  • Experience in people management and collaborative working arrangements.
  • Understanding of human behavior and team coaching skills.
  • Strong commercial and project management skills.
  • Ability to influence and communicate effectively with stakeholders and senior leadership teams.
